About this file

This document is a detailed Statement of Work (SOW) for the Correct Utility Infrastructure and Distribution and Collection System Project #534-19-101 located at the Ralph H. Johnson Veterans Affairs Health Care System in Charleston, SC. The project scope involves replacing a 6" sanitary sewer main pipe line under an existing building, removing debris and unused piping, and eliminating asbestos-containing and lead-containing materials from the basement, all while maintaining continuous department operations. Critical requirements include minimizing construction disruptions, coordinating closely with the VA healthcare system, and obtaining approval from the Contracting Officer's Representative before commencing work.

The project has a 365-calendar day performance period from the Notice to Proceed, with specific requirements for contractor conduct, safety, security, and infection control. Key technical requirements include implementing utility shutdowns with 14-day advance notice, maintaining professional behavior on medical center property, adhering to strict safety protocols (including OSHA certification), managing parking and laydown areas, and following comprehensive recycling and records management obligations. Contractors must obtain appropriate security badges, complete safety training, and submit detailed project schedules and documentation, with an emphasis on maintaining the hospital's operational continuity throughout the construction process.
