About this opportunity
The Department of Veterans Affairs Technology Acquisition Center seeks EHRM Infrastructure Upgrades at the Cheyenne VA Medical Center in Cheyenne, Wyoming, with proposals due May 26 and questions due March 30 (latter date now closed). The procurement is a 100% competitive SDVOSB set-aside under 38 U.S.C. § 8127.
Place of performance spans 14 buildings and campus-wide sites: Building 1 (Arrowhead, Buffalo, Cowboy, Douglas Fir), Buildings 4–8, 11–13, 23, 45, RRTP Building, and associated site work. The scope encompasses electrical panel upgrades, normal and emergency power distribution, bonding, UPS systems, building management system interfaces, new and upgraded HVAC with reconfiguration and expansion, space renovation (demo, new construction, finishes), MFA expansion (demo, finishes, cable management, cabinet relocation), communications infrastructure (Cat 6A cabling, data outlets, patch panels), physical security upgrades, fiber backbone upgrades within and between buildings, diversified WAN pathways to a new data center, and hazardous material abatement.
Performance period is 730 calendar days, with work hours 7:00 AM to 4:30 PM Monday–Friday. The contractor must establish a Quality Control System Manager with construction management background, separate superintendent and Site Safety and Health Officer personnel, and comply with Class III infection control containment. Delegated design responsibilities are limited to expansion joint covers, roofing details, crane anchorage calculations, and sprinkler head placement. Contractor field office and staging yard location is defined on drawing 442-21-700. Employees on-site over six months require VA PIV badges (4–6 week lead time); shorter-duration workers may obtain flash day badges.
A mandatory pre-bid site visit occurred March 16, 2026. The NAICS code is 236220 (Commercial and Institutional Building Construction) with an SBA size standard of $45.0 million. Bid guarantee required: not less than 20 percent of proposal price but not exceeding $3 million. Performance and payment bonds (SF 25 and SF 25A) required upon award. Davis-Bacon Act prevailing wage applies (updated June 18, 2026). FAR clause 52.222-90 (DEI discrimination prohibition, effective April 2026) is incorporated. Subcontracting limitations require prime contractors on general construction to pay no more than 85% of government-paid amounts to non-SDVOSB/VOSB firms, excluding material costs. Pricing must be submitted in whole dollars with complete Division Pricing breakdowns.
The solicitation has undergone nine amendments as of July 1, 2026, extending the deadline multiple times and incorporating RFI responses, updated geotechnical and asbestos reports, and wage determination updates. Amendment 0008 (July 1) updated the Davis-Bacon wage determination.
