About this file

This is a Technical Questions and Responses Tracking Sheet for Solicitation #36C77626R0007, an EHRM Infrastructure Upgrades project at Cheyenne VA. The document compiles 182 contractor technical inquiries submitted between March 16 and May 18, 2026, with corresponding government responses addressing design clarifications, specification requirements, and project logistics.

The technical questions span multiple disciplines including structural (helical pile design loads, foundation details, shoring plans), mechanical (HVAC equipment specifications, controls integration, VAV replacements), electrical (panel locations, circuit requirements, equipment manufacturers), fire protection (sprinkler placement, fire alarm coordination), and technology infrastructure (fiber optic routing, data outlet allowances, cable tray specifications). Key clarifications include: geotechnical information located in civil drawings; new roof crane (Thern winch/Ensign 500 series) to be provided by contractor with stamped calculations for anchorage; asbestos remediation in crawl space not included but contractor must follow containment procedures per spec section 02 82 11; separate personnel required for superintendent, Quality Control System Manager, and Site Safety and Health Officer roles; delegated design responsibilities limited to expansion joint covers, roofing details, crane anchorage, and sprinkler head placement; and commissioning agent hired by VA. Contractor parking located in outer shelter belt with staging yard location provided on drawing 442-21-700. Notable responses indicate VA will not provide photos of existing finishes or floor/wall penetration locations; Microsoft Project unacceptable for scheduling (requiring alternative software); Procore acceptable for project management; and proposal deadline extended to May 1, 2026 at 12:30 PM EDT.
