About this file
This document is a Technical Questions and Responses Tracking Sheet for federal construction solicitation #36C77626R0007, a Construction Project managed by the VA. The tracking sheet captures 146 contractor questions received between March 16-30, with responses provided by the VA and associated parties.
Key project clarifications addressed include: geotechnical information located in civil drawings and specs; confirmation that helical pile design loads are pending; identification of proprietary contractors (Acierto for fire alarm, JCI for controls, no security contractor); confirmation that CPARS/PPQs and project schedules do not count toward page limitations; CAD files availability for fire suppression; and new roof crane inclusion in the contract with specs pending. Additional critical responses confirm the VA will provide four temporary controlled trailers for IT equipment storage; asbestos remediation in crawl spaces is excluded from the contract; contractor staging yard location is defined on drawing 442-21-700; all required local government permits are obtained; Procore is acceptable for project management; separate personnel required for superintendent, CQC manager, and SSHO roles; badging timeframes (4-6 weeks for VA PIV) are accounted for in the period of performance; and employees on-site over six months require VA PIV badges while short-duration workers can obtain flash day badges. Numerous questions remain pending regarding blast load specifications, delegated design scopes, foundation details, mechanical controls sequences, and ICRA requirements, indicating ongoing coordination between the contractor, AE, and VA is required before award.

135 3/29 Sheet B01-MH601 detail 1 mentions for a water floor sensor to be monitored via the BACnet interface. Please clarify whether CRAC unit is to be provided with water floor sensor by CRAC unit manufacturer or if the sensor is to be provided by controls contractor.
136 3/29 Sheet B01-MH601 detail 1 mentions to provide rack temperature and humidity sensors at end of each row and every third cabinet. Please provide quantity of racks and number of rows. Or provide total quantity of temperature and humidity rack sensors that need to be monitored.
137 3/29 Sheet B01-MH601 detail 1 mentions temperature sensor at RT location. Please clarify meaning of “RT”
138 3/29 Sheet B01-MH601 detail 1 mentions temperature and humidity sensors at FM location. Please clarify meaning of
“FM”
139 3/29 Sheet B01-MH601 detail 1 sequence of operations calls out to monitor rack inlet temperature. Please confirm this is not an additional sensor, or if this is one of the RT, FM, end of row or every third cabinet locations.
140 3/29 Sheet B01-MH601 detail 1 sequence of operations calls out for audible and visual alarm. Does this audible and visual alarm need to be within the space or just an alarm at the
BAS?
141 3/29 From CRAC schedule, each CRAC are to be provided with temp and humidity sensors from factory. Are these the zone temperature and humidity sensors shown on the floor plan or are these sensors that are factory provided to be mounted in return air duct and BAS manufacturer to provide additional zone temp and humidity sensors to mount in the space as shown?
142 3/29 Sheet B01-MH601 detail 3 mentions electrical room drip pan monitoring. No drip pans were found on mechanical drawings. Please provide locations of drip pans for MCR if there are any that need to be monitored.
143 3/29 Sheet B01-MH601 does not include any points list or sequence of operations for FCU-2A and FCU-2B. Please provide sequence of operations and points list if needed to be monitored and/or controlled.
144 3/29 Sheet B01-MH700 does not mention for VAVs to be provided with 24V controls transformers. If VAV’s are not provided with 24V control transformers, an additional 120V circuit will need to be provided so JCI can supply and install a 120/24V transformer panel to power JCI DDC BAS controllers serving VAV’s
145 3/29 Please clarify on what “AC” meaning is for which is shown on electrical panels per electrical drawings. Is this access control or air conditioning or some other acronym?
146 3/29 X FAR clauses 52.225-9 and 52.225-11 are mentioned for this project. Can it please be clarified on what FAR clause this project should follow?
