About this file
This is a Project Management and Coordination specification section that establishes administrative requirements for coordinating construction operations on a federal infrastructure upgrade project located in Cheyenne, Wyoming, involving multiple buildings at a Department of Veterans Affairs facility.
The specification mandates that the prime contractor provide, administer, and utilize a web-based project management software package (with Procore, Oracle Primavera Submittal Exchange, or equivalent systems as acceptable options) to host and manage all project communications and documentation through final completion. The software must include minimum features encompassing project data compilation with contractor and subcontractor information; customizable access control and digital rights management; document workflow planning; creation and real-time tracking of RFIs, submittals, change orders, and project communications; PDF markup capabilities with security locks; payment application and contract modification processing; meeting minute distribution; drawing and specification management with revision control; construction progress photography management; and mobile device compatibility. The contractor must provide user licenses for the Owner and Architect's consultants, deliver eight hours of software training for all users, and furnish a locked digital archive in a format readable by common desktop applications upon project completion to prevent further modifications.
