About this opportunity
The U.S. Fish and Wildlife Service seeks environmental assessment services for an undocumented underground storage tank at a school facility in Beaver, Alaska, with quotes due June 28, 2026 and requests for information due June 21. This is a total small business set-aside firm-fixed-price acquisition under FAR Part 13.
Place of performance is the Beaver, Alaska BIA School site within Yukon Flats National Wildlife Refuge, approximately 110 miles northeast of Fairbanks; work must be completed by November 30, 2026, with performance running July 6 through November 30. The site is accessible only by plane or boat.
Mandatory CLIN 0001 requires ground penetrating radar and electromagnetic surveys to locate and map the potential tank with GPS coordinates and bore scope investigation of the fill tube if present. Optional CLIN 0002, exercisable if a tank is confirmed, covers soil and groundwater investigation, sampling, and laboratory analysis for Diesel Range Organics (DRO), Gasoline Range Organics (GRO), BTEX, PAHs, and VOCs using specified EPA and Alaska methods, plus ADEC coordination and reporting. Optional CLINs 0003 and 0004 provide per-sample pricing for additional soil and groundwater samples, respectively. All CLINs include permits, mobilization, equipment, travel, and ADEC-approved laboratory analysis.
Technical evaluation requires offerors to demonstrate ADEC Qualified Environmental Professional status per 18 AAC 75.33, GPR/EM and contaminated site investigation experience, use of ADEC-approved laboratories, and demonstrated ability to perform work in remote Alaskan areas. Evaluation uses best value trade-off with price as the primary factor and technical acceptability assessed on a Pass/Fail basis. Offerors must maintain active SAM registration with no exclusions at submission and award. Submission includes SF-1449, Bid Schedule with pricing, and Technical Submission. Contracting officer is Tanner Frank (tanner_frank@ios.doi.gov); technical POC is Robert McGinn (612) 518-1237. NAICS 562910, PSC F108.
