Award is anticipated on Lowest Priced Technically Acceptable criteria without discussions unless deemed necessary. Subcontracting is capped at 50 percent for service contracts.
The response has two parts. Part I is the price proposal. Part II contains a technical and management approach limited to ten pages, past performance using the Technical Past Performance Survey (up to three contracts, with one additional page per contract), and key personnel resumes and subcontractor information limited to ten pages. Technical personnel must demonstrate at least five years of relevant experience. Past performance requires three references from contracts completed within the past three years that are similar in size and complexity, with preference for government contracts.
Scope requires mold remediation under IICRC S520 standards, including removal of mold-contaminated materials from the north walls of the East and West Offices, the West Office west wall, attic spaces, and HVAC components. Work also includes HEPA cleaning, antimicrobial treatment, temporary humidity control, containment with 6-mil polyethylene barriers, negative air pressure, and waste disposal per Florida Department of Environmental Protection requirements. Reconstruction, permanent repairs, insulation replacement, ductwork replacement, window work, roofing, and HVAC system restart are excluded. Contractors must hold Florida mold-remediation licensure, demonstrate five years of commercial or institutional experience with water-damage indicator fungi, and employ properly licensed HVAC personnel. The Government will retain an independent Florida-licensed mold assessor for post-remediation verification. Deliverables include daily on-site reports, waste receipts, out-of-scope conditions reports, and a final Contractor Remediation Report within five business days of successful clearance.
