About this file
This is a Performance Work Statement (PWS) for environmental site assessment and remediation services at the Beaver, Alaska BIA School site, located within the Yukon Flats National Wildlife Refuge, approximately 110 miles northeast of Fairbanks. The U.S. Fish and Wildlife Service (USFWS) is soliciting contractor services to evaluate a potential underground storage tank (UST) identified during fall 2025 building demolition.
The primary project objectives are: (1) locate and map one potential UST using ground penetrating radar (GPR), electromagnetic (EM) conductivity, and magnetometer surveys with GPS coordinates; (2) conduct bore scope investigation of the fill tube if a UST is found to determine if it was filled with inert material prior to abandonment; and (3) if contamination is present, perform soil boring and groundwater sampling around the tank to document vertical and horizontal contamination. Soil and groundwater samples must be analyzed for Diesel Range Organics (DRO) using Alaska Method AK102, Gasoline Range Organics (GRO) using AK101, Benzene/Toluene/Ethylbenzene/Xylene (BTEX) using EPA Method 8021B or 8260D, Polycyclic Aromatic Hydrocarbons (PAHs), and Volatile Organic Compounds (VOCs). The contractor must develop a Draft and Final Work Plan conforming to Alaska Department of Environmental Conservation (ADEC) guidance, a Site Characterization Report, and a Corrective Action Completion Report addressing active remediation, engineered barriers, and institutional controls options. All work must comply with ADEC regulations, EPA requirements, and OSHA standards. The project completion date is November 30, 2026. The contractor must demonstrate experience with ground penetrating surveys, employ a qualified environmental professional meeting Alaska regulatory requirements, and utilize laboratories certified by the State of Alaska for each required EPA method. All fieldwork must account for Beaver's remote location accessible only by plane or boat, with contractor responsibility for permits, ADEC coordination, work plans, and all necessary transportation and equipment.
