About this opportunity
Veterans Integrated Service Network 12 (VA) intends to solicit construction services for the Green House Homes Steam Utility project at Captain James A. Lovell Federal Health Care Center in North Chicago, Illinois, with solicitation expected August 11, 2026, set aside exclusively for Service-Disabled Veteran-Owned Small Business firms.
The contractor shall provide all tools, materials, labor, quality assurance, and supervision to replace existing gas-fired hot water boilers and steam generators with steam-to-hot water heat exchangers and clean steam duct-mounted humidifiers in Green House Homes 201 and 202. Both homes are anticipated to remain occupied during construction; work will be phased to minimize resident and facility disruption. Removal and installation of duct-mounted humidifiers constitutes a one-day event per home due to AHU shutdown, and all material must be on-site with interior ductwork cleaned and debris-free prior to system restart.
A seasonal restriction applies: work cannot occur during winter due to impact on hydronic re-heat systems and must be completed between May and October. The contractor is required to expedite planning and execution to meet this window.
Work must be completed within 270 calendar days of Notice to Proceed. The estimated project cost ranges from $500,000 to $1,000,000. Offerors must be certified SDVOSB in the SBA database and qualify as small business concerns under NAICS 238220 (specialty trade contractors, $19.0 million size standard). A pre-bid conference will be held and is strongly encouraged for all prospective bidders; details will be included in the solicitation package. Bid opening is scheduled for approximately September 10, 2026.

DESCRIPTION
PRESOLICITATION NOTICE
Contractor shall provide all tools, materials, labor, quality assurance, and supervision in accordance with construction documents, drawings and specifications to complete project 556-25-102 Green House Homes Steam Utility at Captain James A. Lovell Federal Health Care Center (FHCC), North Chicago, IL. This requirement is to provide all tools, materials, labor, quality assurance, and supervision for renovations resulting in a complete, compliant, and fully functional project as described throughout the contract documents.
The purpose of this project is to provide steam service to Green House Homes 201 and 202. Existing gas fired hot water boilers (2 per home) and gas fired steam generators (1 per home) are to be replaced. Both homes are anticipated to be occupied during work. Construction will be phased to reduce impact on residents and FHCC operations.

The solicitation, specifications and drawings will be posted on Contact Opportunities. There will be a pre-bid conference held for this project and all prospective bidders are strongly encouraged to attend. Details of the pre-bid conference will be included in the solicitation package.
