About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 12, seeks a Service-Disabled Veteran-Owned Small Business contractor to provide steam utility renovation at Green House Homes 201 and 202 at the Captain James A. Lovell Federal Health Care Center in North Chicago, Illinois, with sealed bids due September 23, 2026, at 3:00 PM Central Daylight Time.
This is a 100% SDVOSB set-aside under 38 U.S.C. 8127, restricted to CVE-verified firms. Place of performance is North Chicago, IL 60064. The NAICS code is 238220, Plumbing, Heating, and Air-Conditioning Contractors. The project requires replacement of existing gas-fired hot water boilers (two per home) and gas-fired steam generators (one per home) with steam-to-hot water heat exchangers and clean steam duct-mounted humidifiers. Work must be completed within 280 calendar days after notice to proceed, phased to minimize disruption to occupied facilities. Duct-mounted humidifier removal and installation will occur as one-day events per home due to air handling unit shutdown. All material must be on-site and ductwork interior must be cleaned of debris prior to AHU return to service.
The estimated project price range is $500,000 to $1,000,000. A 20% bid guarantee (not to exceed $3,000,000) and performance and payment bonds equal to contract value within 10 days of award are required. Award will be firm-fixed-price to the lowest responsive bidder. Contractor personnel must comply with VHA Directive 1192.01 regarding annual influenza vaccinations. Davis-Bacon prevailing wage rates apply; wage determination IL20260008 Modification 2 (effective May 18, 2026) governs pay classifications and fringe benefits across Du Page, Grundy, Kane, Kendall, Lake, McHenry, and Will counties. Subcontracting limitations for special trade construction apply: contractors may not pay more than 75% of government payments to non-VIP-listed SDVOSBs or VOSBs. An organized site visit is scheduled September 1, 2026, at 9:00 AM at Building 3. Written questions must be submitted to the Contract Specialist (Melanie.Dewing@va.gov) and Contracting Officer (Ryan.McMillin@va.gov) no later than 10:30 AM Central Time on September 11. Virtual public bid opening is scheduled 8:00 AM September 24.
Notice text
Contractor shall provide all tools, materials, labor, quality assurance, and supervision for renovations resulting in a complete, compliant, and fully-functional project as described throughout the contract documents – including the drawings and specifications.
The purpose of this project is to provide steam service to Green House Homes 201 and 202. Existing gas fired hot water boilers (2 per home) and gas fired steam generators (1 per home) are to be replaced. Steam-to-Hot Water heat exchangers will replace gas fired hot water boilers and clean steam duct mounted humidifiers will replace exiting setup.
Both homes are anticipated to be occupied during work. Construction will be phased to reduce impact on residents and FHCC operations, see sheet MS100.
Removal and installation of duct mounted humidifier will be a one-day event (per home) due to AHU shutdown. All material will be required to be on site, and interior of ductwork immediately near installation will be clean and free of debris prior to AHU being returned to service.
