About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 9 seeks replacement of low-pressure condensing boilers across nine buildings at the Franklin R. Sousley Campus in Lexington, Kentucky, with proposals due September 28, 2026, at 10:00 AM EDT. This is a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside using Lowest Price Technically Acceptable (LPTA) source selection.
Place of performance is Lexington, Kentucky. The scope includes demolition of existing Aerco Benchmark, Modulex, and Weil-McLain EVG 220 boilers (206,000 to 3 million BTU), installation of replacement high-efficiency fully condensing fire-tube hot-water boilers from a single manufacturer (except Buildings 201 and 202 may differ), new circulating pumps with Building Automation System integration via Johnson Controls Metasys, CO and combustible gas detectors with emergency power, automatic gas shutoff valves, primary/secondary loop configurations with hydraulic separation via closely spaced tees, and commissioning. All boilers must meet 20 ppm NOx emissions at 3% O₂ and feature 316L stainless steel heat exchangers with stainless steel outer shells. Buildings 201 and 202 require dual-fuel capability (natural gas and propane backup); if dual-fuel at 206,000 BTU is unavailable, two propane-only boilers may be installed. System cleaning must achieve specified water quality standards using Momar 13110 corrosion inhibitor. New venting uses existing wall penetrations. The warranty period is one year from project completion. Period of performance is 365 calendar days beginning September 25, 2026, through October 5, 2027.
The procurement is valued between $2 million and $5 million. A mandatory site visit is scheduled for August 27, 2026, at 9:00 AM EST. Offerors must be SDVOSB-certified in the SBA's Dynamic Small Business Search registry and registered in SAM. Sealed offers submitted via email to Brian.Bentley@va.gov require acknowledgment of Amendment 0003 (finalized questions and answers issued September 23, 2026). A bid bond of 20% of bid price (not to exceed $3 million) and performance and payment bonds within ten days of award are required.
NAICS code is 238220 (Plumbing, Heating, and Air-Conditioning Contractors); PSC is Y1DA. Offerors classified under 238220 must perform at least 25% of total contract performance costs using their own employees. Prevailing wage rates per Davis-Bacon determination KY20260090 apply. The evaluation weighs technical acceptability across relevant construction experience with high-efficiency boiler replacements, dual-fuel systems, multi-building healthcare campus upgrades, BAS integration, and life-safety/gas-safety systems; key personnel experience in VA facility projects, BAS management, crane/rigging operations, and commissioning; and past performance with satisfactory ratings on boiler projects via CPARS evaluations.
