About this file

This is a cost breakdown template for calculating self-performed versus subcontracted work requirements for federal construction contractors. The document applies specifically to offerors classified under NAICS code 238220 (All Other Specialty Trade Contractors) and requires that prime contractors perform at least 25 percent of total contract performance costs using their own employees. The template instructs offerors to provide a detailed breakdown of personnel and material/equipment costs organized by specification division, clearly identifying which work will be performed by the prime contractor versus subcontractors, and noting the small business (SB) vendor status of each subcontractor.

The calculation methodology requires offerors to subtract total subcontractor personnel costs from combined prime and subcontractor personnel costs, then divide the remainder by total personnel costs and multiply by 100 to determine the self-performed work percentage. Personnel costs are defined to include laborers, mechanics, tradesmen, and directly charged office personnel such as project managers, superintendents, and administrative staff. Home office overhead, profit/fee, and bond costs are to be added to the subtotal of personnel and material costs. The template includes a certification statement requiring an authorized representative's signature, confirming the accuracy of the representations provided.
