About this file
This is a Solicitation, Offer, and Award form (SF 1442) for construction services issued by the Department of Veterans Affairs Network Contracting Office 9 (NCO 9). The solicitation (36C24926R0077) requests replacement of high-efficiency, fully condensing, fire-tube hot-water boilers in nine buildings (1, 2, 3, 4, 16, 25, 28, 201, and 202) at the Franklin R Sousley Campus in Lexington, Kentucky. Buildings 201 and 202 must have propane dual-fuel capability. The work includes demolition of existing boilers, installation of new equipment with ancillary systems, integration with the Building Automation System (BAS), installation of life-safety and gas-safety systems, and commissioning. The contract period is 365 calendar days from Notice to Proceed, with a base performance period from September 25, 2026, through October 5, 2027. The magnitude of construction is between $2 million and $5 million.
This is a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside acquisition using a Lowest Price Technically Acceptable (LPTA) source selection process. Offerors must be certified in the SBA's Dynamic Small Business Search (DSBS) registry and registered in the System for Award Management (SAM). Sealed offers are due September 21, 2026, by 10:00 AM CDT via email to Brian.Bentley@va.gov. A mandatory site visit is scheduled for August 27, 2026, at 9:00 AM EST. The Government will evaluate the three lowest-priced proposals for technical acceptability across five evaluation factors: relevant construction experience with high-efficiency boiler replacements, dual-fuel systems, multi-building healthcare campus upgrades, BAS integration, and life-safety/gas-safety system installation; key personnel experience in VA facility projects, BAS management, crane/rigging operations, and commissioning; and past performance with satisfactory ratings on boiler projects. A bid bond of 20% of the bid price (not to exceed $3 million) is required, and performance and payment bonds must be submitted within 10 days of award. The NAICS code is 238220 (Plumbing, Heating, and Air-Conditioning Contractors), and the PSC is J045.
