About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 20, seeks to replace five grease traps at Mann-Grandstaff VA Medical Center in Spokane, Washington, with proposals due June 4, 2026. This is a 100% Service-Disabled Veteran Owned Small Business set-aside, foreclosing competition outside that category.
Performance must be completed within 120 calendar days of Notice to Proceed at the Mann-Grandstaff VA Medical Center. The contract is firm fixed-price, NAICS 238220 (Plumbing, Heating, and Air-Conditioning Contractors), PSC Y1DA. Work includes removal and replacement of five Zurn Z1170-400-ZS stainless steel grease traps or equivalents at the Canteen Kitchen, Dietetics Kitchen, and Dishwashing area, with floor cutting, piping connections, matching patching, and systems testing. All labor, materials, equipment, and transportation are contractor-provided. A qualified manufacturer's representative must verify installation conformance and conduct operating tests with the Contracting Officer's Representative present. Work must be coordinated with kitchen operations to minimize disruption (Dietetics 0630–1830 daily; Canteen 0630–1430 daily), and VA Infection Control requirements apply.
Proposals must include technical approach, past performance questionnaires (minimum three projects within five years, with at least two demonstrating grease trap removal/replacement experience), and price breakdown by CSI divisions. Bid guarantee of 20% of bid or $2 million (whichever is less) is required. Evaluation uses best value tradeoff with Technical Approach and Past Performance equally weighted and significantly more important than Price. A mandatory pre-bid site visit occurred May 12, 2026. Questions were due May 20, 2026. Amendments extended the deadline and incorporated prevailing wage determination (Davis-Bacon rates for Spokane County), FAR clause 52.222-90 (DEI discrimination compliance), and contractor questions and answers clarifying grease trap dimensions and scope limitations.
