About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 20 seeks contractor services to upgrade Air Handling Units 18, 20, and 22 and associated mechanical systems at Mann-Grandstaff VA Medical Center in Spokane, Washington, with proposals due July 21, 2026. This is a 100% Service-Disabled Veteran-Owned Small Business set-aside awarded via best value tradeoff under FAR Part 15.

Place of performance is 4815 North Assembly Street, Spokane, Washington 99205. The scope includes replacement of three existing air handlers with four new units (AHU 20 divided into units 20A and 20K), installation of electrical panels, steam and chilled water piping, ductwork, variable air volume terminal boxes, Direct Digital Control upgrades, and exhaust fans integrated with the building automation system. The contractor must develop a phasing plan to minimize patient care disruption and may be required to work varied hours including after 1700 on weekdays and weekends. Deliverables include demolition, ceiling replacement, infection control barriers, field verification, temporary air handling if needed, and one-year warranty coverage. The contractor is responsible for all equipment, supplies, supervision, labor, tools, installation, programming, startup, training, and operations and maintenance documentation. Performance period is 650 calendar days from Notice to Proceed. NAICS 238220, Plumbing, Heating, and Air-Conditioning Contractors, with $19 million small business size standard. PSC Y1DA.

The solicitation requires asbestos and lead-based paint abatement awareness; Davis-Bacon prevailing wage rates apply. Bid guarantee of 20% of bid price or $2,000,000 (whichever is less) on SF 24 is required. Key personnel—Project Manager, Quality Control Manager, Site Superintendent, and Site Safety & Health Officer—must be approved by the Contracting Officer. Offerors must submit three to five past performance projects with emphasis on large air handling equipment installation and startup, using the provided Past Performance Questionnaire. Proposals must be submitted electronically in two volumes (Technical and Past Performance; Price) as PDF in Times New Roman 11-point font. Evaluation weighs Technical Approach and Past Performance at approximately equal importance and significantly more important than Price. Contractor personnel must sign a Contractor Rules of Behavior agreement acknowledging VA information security requirements and consent to monitoring. Subcontracting limitations cap non-SDVOSB/VOSB work at 85% of government-paid amounts. Amendment 0009 (July 9) converted the solicitation to commercial acquisition terms under FAR 52.212-4, removing traditional termination and default clauses and adding VA-specific payment provisions with 14-day processing for progress payments and 30-day for final payments.
