About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 20 seeks upgrade of Air Handling Units 18, 20, and 22 and associated mechanical systems at Mann-Grandstaff VA Medical Center in Spokane, Washington, with proposals due June 8. This is a Service-Disabled Veteran-Owned Small Business set-aside. Amendment 0004, effective May 18, addresses Requests for Information and adds technical specifications; offerors must acknowledge receipt of the amendment prior to submission.

Place of performance is Spokane, WA 99205. The NAICS code is 238220, Plumbing, Heating, and Air-Conditioning Contractors; PSC is Y1DA, Construction of Hospitals and Infirmaries.

Staffing requires three separate individuals on-site at all times—a Site Safety and Health Officer, Quality Control manager, and Superintendent—with no dual-role assignments. Working hours are 0700–1600 during normal station operations, with coordination required for noise-sensitive areas near inpatient care. The VA will coordinate all user relocations; contractors manage only furnishings movement within work areas. Phases will be turned over in sections due to limited facility space.

Fireproofing specifications mandate spray-applied mineral fiber or cementitious coverings compliant with ASTM E1042 Class (a), Category A, with asbestos-prohibited materials. Installers must be manufacturer-certified with minimum three years' experience and four prior installations. Field testing by a COR-approved independent laboratory is required at one sample per 929 square meters of floor area or two per floor, whichever is greater. Contractors must identify and coordinate disconnection and reconnection of low voltage devices per sheet A201; VA staff maintain these systems. Current system maintenance contractors are Fire Systems West (fire alarm) and Control Solutions North West (HVAC DDC). A layover yard is provided without temporary power. Asbestos abatement quantities must be determined by the contractor based on the provided environmental sampling report.
