About this opportunity
The Department of Veterans Affairs Technology Acquisition Center Austin is soliciting bids for complete replacement of two passenger elevator cars and related systems in the Bed Tower at VA Pittsburgh Healthcare System, with proposals due July 29, 2026. This is a 100% SDVOSB set-aside, restricting competition to Service-Disabled Veteran-Owned Small Businesses certified by the SBA at proposal submission and award.
Place of performance is 1 University Drive, Pittsburgh, Pennsylvania. The project scope encompasses demolition and new construction of Elevators 13 and 14 serving floors 1–6, with machine room on the seventh floor. Work includes removal of existing machinery, controls, counterweights, and buffers; replacement with new equipment; installation of fire-rated partition walls with 2-hour and 1-hour ICRA barriers; new electrical systems including 150A fused disconnects with shunt trip capability, dedicated lighting circuits, fire alarm integration, and access control systems; mechanical and plumbing modifications; and fire protection updates. All work must comply with NFPA 70 (NEC) Article 620 for elevator wiring, maintain two means of egress, and protect existing services while coordinating with building operations.
Offerors must demonstrate 2–3 examples of full elevator replacement modernization projects completed within the past 6 years serving a minimum of 4 floors, with at least one performed at an occupied medical facility. Offerors must hold an active Pennsylvania state elevator contractor certification or license. A mandatory site visit is scheduled for July 8, 2026 at 1:00 PM ET. The period of performance is 365 calendar days after Notice to Proceed. The estimated cost is between $2 million and $5 million on a Firm Fixed Price basis. Prevailing wage rates for Allegheny County, Pennsylvania apply, with elevator mechanics at $61.07 base plus $38.44 fringes. A bid guarantee of 20 percent of bid price (not to exceed $3 million) and Performance and Payment Bonds per FAR 52.228-15 are required. Evaluation uses Lowest Price Technically Acceptable methodology, assessing price first, then technical and administrative submissions only for the lowest-priced offeror. NAICS code 238290; PSC Y1DA.
