About this opportunity
The Department of Veterans Affairs Technology Acquisition Center Austin seeks the complete replacement of two elevators serving the Bed Tower at VA Pittsburgh Healthcare System, with proposals due August 6 at 2:00 PM EDT. This is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, competitively restricted to certified SDVOSBs only.
Place of performance is Pittsburgh, Pennsylvania. The project encompasses full modernization of Elevators 13 and 14 serving floors 1–7, including demolition of existing machinery, controls, and doors; installation of new equipment with updated electrical disconnects; integration with fire alarm, access control, and building systems; and new hoistway lighting, sump pump power systems, and security camera rough-ins. All work must comply with NFPA 70 Article 620 elevator codes and UL fire-rating requirements.
The contract is firm fixed-price, valued between $2,000,000 and $5,000,000. Period of performance is 365 calendar days from notice to proceed. Award will be made using Lowest Price Technically Acceptable (LPTA) methodology. Evaluation criteria are (1) Project Experience—minimum two to three examples of full elevator replacement projects on four or more floors within the last six years, with at least one at an occupied medical facility; (2) Pennsylvania state-issued elevator contractor certification or license in the offeror's or major subcontractor's name; and (3) Price. The NAICS code is 238290.
Offerors must be actively registered in SAM.gov and certified as SDVOSBs at both proposal submission and award. A formal site visit is scheduled for July 8 at 1:00 PM ET. A bid guarantee on Standard Form 24 equal to 20 percent of the proposal price (not to exceed $3,000,000) is required, along with performance and payment bonds on Standard Forms 25 and 25A upon award. Proposals must be submitted in three separate volumes as searchable PDFs: Volume I Technical (maximum 15 pages excluding front matter), Volume II Price (maximum 20 pages), and Volume III Administrative. SDVOSB subcontracting limitations apply; the contractor may not pay more than 75 percent of the amount paid by the government to firms not certified as SDVOSB or VOSB (material costs excluded).
The procurement includes a sole-source justification for a Simplex 4100 series fire alarm system from Johnson Controls under 41 USC 3304(a)(1); however, the overall elevator project is competed. Amendments 0001 and 0002 extended the deadline from July 29 to August 6 and provided technical clarifications and the brand name justification attachment.
