About this opportunity

The Department of the Air Force Air Education and Training Command is seeking construction services to renovate Building 527 at Vance Air Force Base in Enid, Oklahoma, specifically to repair and upgrade an Ammunition, Arms, and Explosives (AA&E) storage room to comply with UFC 04-026-01 and MIL-HNDBK 1013/1A standards. The project involves reinforcing interior walls and ceiling with steel and plywood layers, replacing the entry door with a GSA Class 5 compliant door, installing tamper-resistant window fasteners, and relocating electrical circuits to a new panel outside the room to provide better emergency personnel access. The renovation must ensure the storage area meets forced entry resistance requirements of 10 minutes against threat severity level III for AA&E Risk Categories II through IV. The evaluation will use a subjective tradeoff process where past performance is weighted more significantly than cost, with technical factors including technical approach and project management capabilities assessed on a pass/fail basis. Proposals are due August 15, 2025, at 10:00 AM CDT through the PIEE Solicitation Tool, with a mandatory site visit scheduled for July 9, 2025.

This solicitation is designated as a total small business set-aside under NAICS code 236220 (Commercial and Institutional Building Construction) with a size standard of $45 million. No current incumbents or contractors are identified in the documentation. While specific award values are not disclosed, the contract will be structured as firm fixed-price with performance and payment bonds required, and liquidated damages set at $187 per calendar day for delays. The project has a 90-calendar-day performance period beginning after notice to proceed, with total completion required within 150 calendar days. Performance will take place at Building 527 located at 246 Brown Parkway, Enid, Oklahoma 73705, on Vance Air Force Base. The government has noted that funds are not presently available and reserves the right to cancel the solicitation at any time without obligation to reimburse offerors for costs incurred.
