About this opportunity
The Department of Veterans Affairs seeks to lease medical clinic space in Las Vegas, Nevada, with an initial response deadline of April 17, 2026, at 5:00 PM Pacific Time; this is not a set-aside procurement. The lease term is 10 years with 7 years firm and 3 years non-firm, with anticipated commencement on or about October 1, 2027. The contracting office is VA Regional Procurement Office West, McClellan Park, California, with Lease Contracting Officer Alex Ortiz.
The space must be 5,916 to 6,772 ANSI/BOMA Occupant Area square feet (not exceeding 7,343 rentable square feet) of contiguous, single-floor medical space accommodating 37 rooms including seven PACT exam rooms, one women's health exam room, laboratory and specimen processing, conference areas, administrative offices, and support facilities. The facility must be located within a delineated area of northwest Las Vegas bounded by W Grand Teton Drive, Alexander Road, N 5th Street, and N Hualapai Way, and must be situated minimum 400 feet from marijuana dispensaries, firearm stores, shooting ranges, and adult entertainment establishments. A minimum of 40 on-site parking spaces (including two accessible van-accessible stalls) must be located within 200 feet of the main entrance.
The lessor must provide all tenant improvements, comply with VA Leased CBOC Design Narrative standards, ASHRAE 170 ventilation, FGI Guidelines, Joint Commission accreditation requirements, and applicable building codes. All lessor shell obligations and tenant improvements must meet VA Facility Security Level II requirements including vehicle barriers compliant with ASTM F 2656-18, blast-resistant window glazing, electronic access control, video surveillance with 90-day digital recording at 15 frames per second, intrusion detection systems with UL 2050 certification, and emergency backup power for security systems lasting a minimum four hours. Seismic compliance must be demonstrated using ASCE/SEI 31 and ASCE/SEI 41 standards through sealed professional engineer forms. The lessor must maintain HVAC systems dedicated to pharmacy and sterile processing, provide 24/7 cooling for a 100 ABOA SF server room at 6,000 BTU per hour, maintain office temperatures at 72°F ± 3° (heating) and 75°F ± 3° (cooling), and comply with Legionella mitigation requirements.
Tenant Improvement allowance is $318.00 per ABOA SF, with security costs priced separately as Building Specific Amortized Capital payable as a lump sum upon acceptance of finished space. Prevailing wage rates established by Department of Labor General Decision (Clark County, Nevada, effective January 30, 2026) apply to construction work. The evaluation criteria, weighted significantly toward technical factors over price, include space layout efficiency, site quality and location, parking layout configuration, maintenance and service response procedures, and past performance. The NAICS code is 531120 (Lessors of Nonresidential Buildings). Multiple amendments issued through August 14, 2026, have clarified space requirements, submission deadlines, security cost treatment, and evaluation factors; the most recent amendment addresses security cost pricing as BSAC with maintenance costs in operating rent.
