About this file
This is Amendment No. 2 to a Request for Lease Proposal (RLP) issued by the Department of Veterans Affairs for a medical clinic facility in the Las Vegas, Nevada region. The amendment, dated April 2, 2026, modifies the award evaluation criteria by revising Sub-Paragraph "C.4" of Section 4.03 of GSA Template R100 titled "AWARD BASIS (FEB 2026)."
The amendment replaces the previous Factor 4 evaluation criteria with a new "Factor 4 Service and Maintenance Response" requirement. Under this revised factor, offerors must submit a narrative describing the offered space's service and maintenance response plan. The plan must include procedures for receiving, prioritizing, tracking, and responding to service and maintenance requests, with clearly defined response times that distinguish between emergency situations (affecting life safety, security, or core building operations) and routine issues. All respondents must acknowledge receipt of this amendment by initialing every page and signing the acknowledgement form. The signed acknowledgement must be received by 5:00 PM PST on April 10, 2026. Additionally, sub-paragraph 4.d. has been intentionally deleted from the original template.
