About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 1 is seeking to procure clinical and medical office space through a succeeding lease in Plymouth, MA 02360. This pre-solicitation notice invites written statements of capability from interested parties to determine whether a competitive procurement would be economically advantageous compared to a sole source acquisition with the incumbent landlord. The required space must consist of approximately 4,075 ABOA / 4,700 rentable square feet of outpatient clinics and medical office space with 35 on-site parking spaces (including 4 ADA-compliant spaces) and full ADA compliance. The Government will evaluate alternative space proposals based on total relocation costs, including physical move expenses, tenant improvement replication, telecommunications infrastructure costs, and non-productive agency downtime. Interested parties must submit written statements with specific property information, photos, layout details, location, and approximate price-per-square-foot pricing by email to Melinda Sanderson at Melinda.Sanderson@va.gov by 4:00 PM EST on March 16, 2026.
No set-aside designations apply to this procurement. The VA currently occupies expiring lease space and intends to pursue a sole source acquisition under GSAM Part 570.402 authority, which permits such awards when relocation would result in substantial duplication of costs; the incumbent landlord represents the potential sole source awardee. The estimated lease term is 15 years total, comprising 5 years firm and 10 years non-firm. The preferred facility configuration is first floor contiguous space, though non-contiguous and multi-floor options with working elevators will be considered, and the search area is limited to properties within Plymouth city limits with specific geographic boundaries. No specific award value or budget range is disclosed in the notice, and the Government assumes no responsibility to award based on responses and will not pay commissions for responding parties.
Notice text
DEPARTMENT OF VETERANS AFFAIRS (VA) ADVERTISEMENT FOR SUCCEEDING LEASE ACTION
The Department of Veterans Affairs (Government) intends to award a succeeding lease under the authority of General Services Acquisition Manual (GSAM) Part 570.402. This regulation authorizes use of the sole source lease awards where it is determined that award to any other location would result in substantial duplication of costs to the Government that are not expected to be recovered through competition.
THIS ADVERTISEMENT IS NOT A REQUEST FOR LEASE PROPOSALS- However, any party who believes it can provide a facility that would satisfy the below requirements, is invited to submit a written statement of capability to do so, with evidence to support its claim. Responses received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this advertisement. This advertisement does not obligate the Government to award to any lease contract.
The Department of Veterans Affairs currently occupies clinical and related space in Plymouth, MA in a lease that has expired. The Government will consider alternative space if it is economically advantageous, and that otherwise the Government intends to pursue a sole source acquisition. In making this determination, VA will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements as well as all costs likely to be incurred through relocating such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime. VA may consider leased space located in another existing building providing all costs mentioned above can be offset by competition.
Space must be handicapped accessible, (ADA compliant), with 35 on-site parking spaces. The space preferred will be first floor contiguous but will consider non-contiguous and/or other floor levels with working elevators if ADA compliant.
Term: Estimated term is up to 15-years total; 5-years firm term, 10-years non-firm term.
Space Availability: The space must be currently available for occupancy.
