No set-aside is designated, and responses will determine whether the eventual solicitation is set aside, sole source, or unrestricted. No solicitation currently exists, and VA assumes no obligation to award a lease based on responses.
The Network Contracting Office 16 in Houston, Texas, is handling the procurement for the Jackson VA Medical Center's Research Service expansion. Space must be within a delineated area roughly 15 to 20 minutes' travel from the Jackson VAMC campus. The requirement is approximately 17,660 net usable square feet (22,958 rentable square feet) of contiguous space on the first, second, or third floor of one building, with elevator access required above the first floor. The building must be masonry, concrete, or steel framed, sit outside the FEMA 100-year flood plain, and comply with ADA, Interagency Security Committee, and Department of Justice security standards. Parking must meet either the local code pro-rata share or a minimum of 30 spaces. The preferred lease term is up to 10 years.
The renovated space must support BSL-1 and BSL-2 research across six laboratories, three chemical fume hoods with exterior venting, limited animal and dedicated aquatic research rooms with negative pressure airflow, and a confocal microscopy suite. The landlord delivers base building infrastructure, HVAC, and electrical and plumbing rough-ins; VA provides laboratory casework, instrumentation, and the deionized water system. Responses must include ABOA square foot and TI pricing per square foot. The NAICS 531120 size standard is $34.0 million. No award value or budget is stated.
