About this file

This is a Sources Sought Notice and Advertisement for Succeeding Lease issued by the Department of Veterans Affairs (VA) for clinical and medical office space in Plymouth, MA 02360. The VA currently occupies expiring lease space and intends to pursue a sole source acquisition with the incumbent landlord under GSAM Part 570.402 authority, which permits sole source awards when relocation would result in substantial duplication of costs. However, the VA is soliciting written statements of capability from interested parties to determine whether conducting a competitive procurement would be economically advantageous. The Government will evaluate alternative space based on total relocation costs, including physical move expenses, tenant improvement replication, telecommunications infrastructure, and non-productive downtime.

The required space specifications are approximately 4,075 ABOA / 4,700 rentable square feet of outpatient clinics and medical office space, currently available for occupancy, with 35 on-site parking spaces (including 4 ADA-compliant spaces) and full ADA compliance. The preferred configuration is first floor contiguous space, though non-contiguous and multi-floor options with working elevators will be considered. The delineated search area is within Plymouth city limits with specific geographic boundaries. The estimated lease term is 15 years total (5 years firm, 10 years non-firm). Responses with specific property information, photos, layout details, location, and approximate price-per-square-foot pricing must be submitted by email to Melinda Sanderson (Melinda.Sanderson@va.gov) by 4:00 PM EST on March 16, 2026. The VA assumes no responsibility to award based on responses and will not pay commissions; offerors bear all costs associated with responding.

DEPARTMENT OF VETERANS AFFAIRS (VA) ADVERTISEMENT FOR SUCCEEDING LEASE ACTION

The Department of Veterans Affairs (Government) intends to award a succeeding lease under the authority of General Services Acquisition Manual (GSAM) Part 570.402. This regulation authorizes use of the sole source lease awards where it is determined that award to any other location would result in substantial duplication of costs to the Government that are not expected to be recovered through competition.

THIS ADVERTISEMENT IS NOT A REQUEST FOR LEASE PROPOSALS- However, any party who believes it can provide a facility that would satisfy the below requirements, is invited to submit a written statement of capability to do so, with evidence to support its claim. Responses received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this advertisement. This advertisement does not obligate the Government to award to any lease contract.

The Department of Veterans Affairs currently occupies clinical and related space in Plymouth, MA in a lease that has expired. The Government will consider alternative space if it is economically advantageous, and that otherwise the Government intends to pursue a sole source acquisition. In making this determination, VA will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements as well as all costs likely to be incurred through relocating such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime. VA may consider leased space located in another existing building providing all costs mentioned above can be offset by competition.

Space must be handicapped accessible, (ADA compliant), with 35 on-site parking spaces. The space preferred will be first floor contiguous but will consider non-contiguous and/or other floor levels with working elevators if ADA compliant.

Term: Estimated term is up to 15-years total; 5-years firm term, 10-years non-firm term.

Space Availability: The space must be currently available for occupancy.

Rentable Square Feet: Approximately 4,075 ABOA / 4,700 Rentable Square Feet (RSF) of Medical / Clinical Space.

Delineated Area: To be considered, space must be within the following delineated area:

City Limits of Plymouth, MA with boundaries that are further described as follows:

North – Route 3A at Greys Beach Park (Main Street & Pilgrims Highway) East – Coastal Route 3A West – Tremont Street & Federal Furnace Road (West Side of Myles Standish State Forest) South – Interchange of Red Roack Road & Head of the Bay Road Space Type: Outpatient Clinics & Medical Office Parking Spaces (Total): 35 on-site spaces including 4 ADA compliant spaces Interested offerors should submit specific information concerning their properties, photos, general layout of the space offered, location of the space, and approximate price-per-square-foot by Email not later than 4:00pm (EST) on March 16, 2026, to Melinda.Sanderson@va.gov.

Respondents are advised that the VA assumes no responsibility to award a lease based on the responses to this advertisement. VA will not pay commissions. Offerors are responsible for any costs associated with providing proposals to the Government.

NOTE: VA is only gathering market research information. This advertisement is not a solicitation for offers, nor is it a request for proposals.
