About this file

Summary

This is a Statement of Work (SOW) for the renovation of leased biomedical research space at Jackson VA Medical Center. The Jackson VAMC seeks to lease and renovate approximately 17,660 net square feet (22,958 gross square feet) of contiguous space in the surrounding Jackson community to support expansion of its Research Service. The renovated facility will accommodate six laboratory teams, shared core equipment and support spaces, and limited animal facilities including short-term animal housing, handling, procedure rooms, and a dedicated aquatic research room for aquatic species.

The SOW specifies comprehensive facility requirements including independent environmental controls for each laboratory with non-recirculated air, adequate ceiling height and infrastructure capacity for ductwork and utility distribution, and vibration/noise control for sensitive imaging equipment. Laboratory infrastructure must support BSL-1 and BSL-2 research with six laboratories equipped with utility lines, plumbing rough-ins, and provisions for three chemical fume hoods with exterior venting. Animal and aquatic facilities require negative pressure airflow, non-recirculated exhaust, seamless epoxy flooring with coved walls, GFCI-protected outlets, and adjustable lighting with programmable timers. Electrical systems must include adequate standard power, dedicated 120-V and 208/220-V circuits for critical equipment, and emergency power with priority coverage for freezers and refrigerators. Additional requirements include plumbing rough-ins with central deionized water distribution, designated waste handling spaces, key-card access control, two emergency showers at opposite ends of the facility, emergency eyewash capability, a dedicated confocal microscopy suite with revolving darkroom door, and shipping/receiving capability for temperature-controlled shipments and large equipment. The SOW clearly delineates landlord responsibilities (base building infrastructure, HVAC systems, flooring, electrical and plumbing rough-ins, door installations, and signage hardware) from VA responsibilities (laboratory casework, scientific instrumentation, deionized water system, and research-specific equipment).
