About this opportunity
The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 9 is seeking to lease 19,500 to 19,900 rentable square feet of contiguous office space located within Grayson County, Kentucky to establish a Community Based Outpatient Clinic (CBOC) serving the Louisville VA Medical Center. The VA requires a fully serviced, turnkey lease with firm-fixed pricing that covers all lessor costs including shell upgrades, operating costs, real estate taxes, and security upgrades, with the lessor responsible for designing and constructing all tenant improvements. Offerors may propose either existing building space or land for new construction on a build-to-suit basis, provided the space meets current federal, state, and local building codes including fire and life safety, accessibility, sustainability, zoning, and OSHA standards, with a modern facade of appropriate permanent materials and a minimum of 130 on-site parking spaces including 10 reserved for handicapped accessibility. Evaluation will be based on three primary factors: Technical Capability (building design, offeror qualifications, and site quality), Past Performance (minimum three references from the past five years), and Price (present value evaluation discounted at 5 percent annually), with technical factors weighted significantly more important than price. The deadline for proposal submission is March 19, 2026, at 3:00 PM Central Time, with questions due by February 16, 2026, at 3:00 PM Central Time, and an estimated award date of June 1, 2026.
No set-aside designations apply to this solicitation, and there are no identified incumbents or current contractors for this new relocation requirement. The lease term may extend up to 20 years with 10 years firm and 10 years non-firm, with the Government retaining termination rights after the firm period upon 180 days' written notice. Specific budget or award value information is not disclosed in the solicitation; however, rent rates will include annual operating costs and shell costs without CPI adjustments, though stepping rent annually is acceptable. Key numerical requirements include the lease space of 19,500 to 19,900 ANSI/BOMA Office Area square feet of contiguous space, with 130 surface parking spaces (10 handicapped-accessible), and design and construction completion timelines of 150 working days for existing space or 290 working days for new construction. The place of performance is Grayson County, Kentucky, within specified geographic boundaries bounded by US-62, KY-224, the Western Kentucky Parkway, and KY-79.
