About this opportunity
The Department of Veterans Affairs Office of Construction and Facilities Management intends to solicit qualified developers for historic adaptive reuse of the Robley Rex VA Medical Center campus in Louisville, Kentucky, with proposals due February 19, 2027, following an amendment that extended the original October 23, 2026 deadline.
The solicitation covers 15 buildings totaling approximately 546,000 gross square feet: 11 historically significant structures (including Building 1, the mandatory 475,123-square-foot main hospital constructed in 1952, and 10 supporting buildings from 1952–1954, all National Register-listed) and four non-historically significant buildings from 2006–2014. Building 1 is mandatory in all proposals; additional historic buildings are strongly encouraged and evaluated more favorably. VA anticipates full campus vacation by late 2027, at which time the selected developer assumes primary operational responsibility under a long-term ground lease (up to 99 years). No physical construction may commence until VA vacates; prior access is limited to due diligence via revocable access agreement.
The selected respondent bears sole responsibility for all predevelopment, development, construction, environmental remediation, historic preservation compliance, utilities, taxes, permits, and operating costs. Financing must be 100% privately secured with no VA participation, capital investment, or subordination of termination rights. The disposition structure includes annual base rent, potential participation rent above specified return thresholds, and escalation.
Evaluation criteria (weighted equally at 22.5% each) are project concept, evidence of capability to perform (requiring at least two completed comparable historic reuse projects), financing strategy, and financial capacity, with offer of consideration weighted at 10%. Projects must comply with the National Historic Preservation Act Section 106, Secretary of the Interior Standards, Davis-Bacon prevailing wage requirements, ADA accessibility standards, and achieve at least LEED Silver certification. Proposals are limited to 120 pages and must be submitted electronically by 3:00 PM ET on February 19, 2027.
An industry day is scheduled for December 1, 2026, 10:00 AM to 2:00 PM at Building 1, Conference Room E-005, 800 Zorn Avenue, Louisville, Kentucky 40206. RSVP to Mohammad E. Eftekhari (Mohammad.Eftekhari@va.gov; 316-932-4073) or Shahidat A. Abbas (Shahidat.Abbas@va.gov; 202-607-7901). The contracting office point of contact is Nam Tran, Realty Specialist (Nam.Tran3@va.gov; 504-491-0496).
