About this file
This is an amendment to a solicitation for a Community Based Outpatient Clinic (CBOC) facility lease in Grayson County, Kentucky. The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 9 (contracting office in Murfreesboro, Tennessee) seeks to lease 19,500 to 19,900 rentable square feet of contiguous office space with a minimum of 130 on-site parking spaces, including 10 handicapped-accessible spaces. The VA will accept either existing building space or land for new construction build-to-suit projects. The amendment extends the Request for Lease Proposal (RLP) due date from March 5, 2026 to March 19, 2026 at 3:00 PM Central Time and extends the Past Performance Questionnaire (Exhibit N) due date from February 20, 2026 to March 6, 2026 at 3:00 PM Central Time. The estimated award date is June 1, 2026.
The VA requires a fully serviced, firm-fixed-price turnkey lease with rent covering all lessor costs, including shell upgrades, operating costs, real estate taxes, and security upgrades, for a term up to 20 years (10 years firm/10 years non-firm). The solicitation uses Product Service Code X1AA and NAICS Code 531120. Key clarifications include: no annual CPI or real estate tax adjustments will be considered, though stepping rent annually is acceptable; the schedule in Section 4.01 Exhibit A is mandatory; new construction is acceptable; Exhibit I (Security Unit Price List) and Exhibit L (Tenant Improvement Costs Summary) are required at proposal submission; and swinging doors are permitted if compliant with VA Technical Information Library requirements. Proposals must not exceed 20-25 MB per email submission, and ShareFile is not an acceptable submission method. The point of contact is Angela Bailey, Lease Contracting Officer, at angela.bailey5@va.gov.
