About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is soliciting contractors to design and build a comprehensive HVAC control system repair and upgrade project at Building B2122, Tinker Air Force Base, Oklahoma. The scope of work encompasses design and engineering services, materials, labor, equipment, testing, and quality control necessary to repair, replace, and add HVAC controls while converting the system to BACnet compliance. Key requirements include performing a site investigation to verify existing conditions, identifying all necessary logistical, architectural, and structural work elements, and ensuring a complete, fully operational system ready for government use. Contractors must demonstrate the capability to coordinate with the Tinker Honeywell partner, which is required as a minimum for specific work elements; general contractors must provide their average percentages for design, G&A, overhead, profit, and bonds, along with details regarding Honeywell's role as a required sub-contractor. The contract will follow a design-build approach with four design submission stages (35%, 65%, 95%, and 100%), each requiring detailed documentation and government review. The pre-solicitation notice was posted on January 5, 2026, with a response due date of January 20, 2026.

This procurement carries no set-aside designation and represents a defense-focused opportunity classified under NAICS 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a PSC category of Z1AA (Maintenance of Office Buildings). The government has provided mechanical engineering design drawings and a detailed Statement of Work documenting the project scope, which includes replacing existing LonMark controllers with BACnet-compliant controllers and upgrading monitoring systems for numerous HVAC components including air handling units, mini-splits, cooling towers, boilers, and exhaust fans across multiple floors of the facility. Key personnel requirements include a Project Manager, Design Project Manager, Quality Control Manager, and Site Safety and Health Officer. While no specific budget range is disclosed in the pre-solicitation notice, the comprehensive scope suggests a substantial contract value. The project timeline and final award value will be determined following the pre-solicitation phase and subsequent formal solicitation process.
