About this opportunity
The Department of Defense Air Force Research Laboratory (AFRL) at Wright-Patterson Air Force Base is seeking a Partnership Intermediary Agreement (PIA) to support the Wright Site Technology Transfer and Transition (WST3) Program. The solicitation aims to identify a partner who will assist AFRL in four key areas: technology transfer and transition, small business collaboration, Small Business Innovation Research (SBIR)/Small Business Technology Transfer (STTR) program support, and Science, Technology, Engineering, and Math (STEM) engagement. Proposals will be evaluated based on the offeror's approach to technology transfer, regional engagement contributions, and cost/price reasonableness. The original proposal deadline was March 19, 2024; however, the solicitation was subsequently cancelled due to budgetary changes, with potential re-release anticipated in early 2025. Eligible organizations are expected to develop comprehensive plans to increase technology transfer potential, leverage small business innovation, and foster collaborative partnerships between AFRL and industry, academia, and educational institutions.
The solicitation did not have a specific set-aside designation and was open to eligible nonprofit entities. The potential award value was initially structured as a base agreement not to exceed $200 million over 66 months, with collaborative project orders including an initial small business collaboration project with a $2.5 million ceiling. The place of performance is located in Wright Patterson, OH 45433, with a requirement for the selected partner to have a self-funded facility accessible within 50 miles of the base. While no incumbent contractors were explicitly named, the partnership is designed to support technology transfer activities across AFRL's technical directorates. After multiple amendments, the solicitation was ultimately cancelled on July 11, 2024, with the AFRL determining insufficient local projects and technology transfer requirements to justify awarding a new Partnership Intermediary Agreement at that time.
