About this file
This is Amendment 07 to Partnership Intermediary Agreement FA8650-24-PIA-0001 for the Wright Site Technology Transfer and Transition (WST3) program, announcing that AFRL will not issue another solicitation for this requirement.
The amendment explains that while AFRL initially issued the WST3 PIA solicitation on December 14, 2023 with proposals due March 19, 2024, the solicitation was cancelled on July 11, 2024 due to budgetary changes affecting PIA funding. Following a thorough assessment of AFRL's Technology Transfer and Transition (T3) requirements, the WST3 Acquisition Team determined there are insufficient local projects and T3 requirements anticipated in the near future to justify awarding a new PIA. Interested parties are encouraged to monitor SAM.gov for other opportunities and may direct questions to the Contracting Officer or Program Manager via the provided email addresses.

Partnership Intermediary Agreement
Wright Site Technology Transfer and Transition (WST3)
FA8650-24-PIA-0001
Amendment 07
4 MAR 2025
The purpose of this Amendment is to announce that AFRL does not intend to issue another solicitation for the Wright Site Tech Transfer & Transition (WST3) Partnership Intermediary Agreement (PIA).
On 14 Dec 2023, the AFRL WST3 acquisition team issued the Wright Site Tech Transfer & Transition (WST3) PIA solicitation with respondent proposals due by 19 Mar 2024. However, since the WST3 solicitation was released in December 2023, the WST3 Acquisition Team was made aware of several budgetary changes that will impact PIA funding in the future. As a result, the WST3 Acquisition Team determined the need for a full review of this program’s requirements in order to better align the mission needs of the Wright Site AFRL Directorates with current budgetary projection, and AFRL made the decision to cancel the WST3 solicitation, FA8650-24- PIA-0001. This cancellation was issued on 11 JUL 2024.
Since that cancellation, an accurate and thorough assessment of AFRL’s T3 requirements was conducted. Based on this assessment, the AFRL WST3 Aquisition Team has determined that there are not enough local projects/T3 requirements anticipated in the near future to justify the award of a new PIA.
Your interest in the WST3 program is appreciated, and you are encouraged to monitor SAM.gov for other opportunities.
