Partnership Intermediary Agreement

Amendment 004

The following questions seeking clarifications for the WST3 RFP and Statement of Objectives have been submitted by potential offerors. Answers are provided as follows:
1. Confirm: the lead applicant needs to own and operate or have a lease agreement on a facility within 50 miles of Wright-Patterson AFB OH?
Response: The RFP only indicates that it is to be a “self-funded” facility within 50 miles of Wright- Patterson AFB. The way in which the Partnership Intermediary plans to support that requirement is up to them; we are not stipulating how that requirement be met. Our only stipulation is that facilities costs not be billed directly under the PIA (should be an indirect cost), hence the wording “self-funded.”
2. If the lead applicant intends to conduct the scope of work virtually, what activities need to occur in the facility located within 50 miles of Wright-Patterson AFB Ohio?
Response: AFRL/SP is looking for crea�ve solu�ons to support Technology Transfer and Transi�on (T3), and it is up to the Partnership Intermediary to determine and propose how to best support those T3 ac�vi�es as defined in the RFP and Statement of Objec�ves, which includes determining what ac�vi�es are appropriate for virtual and what ac�vi�es are appropriate for in-person.
3. Would it be acceptable for a subawardee and consor�um partner on the proposal, not the lead applicant, to have a facility within 50 miles of Wright Paterson AFB Ohio?
Response: Again, AFRL/SP is interested in creative solutions to support our T3 activities. So long as the Partnership Intermediary has a self-funded facility (not billed as a direct cost in support of the PIA effort) accessible within 50 miles of Wright-Patterson AFB, the requirement will be considered met.
