All successful offerors must possess or be eligible to obtain a Defense Counterintelligence and Security Agency Secret Facility Clearance with Secret safeguarding capability. If uncleared at selection, the Department will sponsor the firm with a 180-day period to obtain clearance. Foreign firms are ineligible for facility clearances; only U.S. firms organized and operating in the U.S., Puerto Rico, or U.S. possessions and territories are eligible unless Foreign Ownership, Control, or Influence risks are mitigated. Firms must be determined eligible as "United States Persons."
The procurement proceeds through three stages using the Brooks Act source selection process. The resulting IDIQ will include on-ramp and off-ramp procedures to add or remove contractors based on performance and workload demands.
