About this file

This is a Quality Assurance (QA) document for the 2026 Worldwide Architectural/Engineering (A/E) Support Services Indefinite Delivery/Indefinite Quantity (IDIQ) contracts issued by the U.S. Department of State, Bureau of Global Acquisitions, Acquisitions Management (GA/AM), on behalf of the Bureau of Overseas Buildings Operations (OBO). The document serves as a reference guide for evaluating contractor performance and compliance throughout the contract period.

The QA document establishes performance standards and monitoring procedures for multiple IDIQ contracts (potentially eight or more) awarded to qualified A/E firm-led teams (prime or joint venture) supporting the Department's worldwide Foreign Service posts and OBO offices in the Washington, DC metropolitan area. The contracts cover planning, design, construction, facility rehabilitation, system replacement, physical and technical security upgrades, communications facilities renovation (including information management and emanation security systems), and building maintenance projects. The document reflects amendments A01 through A04, with clarification questions and responses incorporated to ensure comprehensive quality assurance protocols for contract administration, task order execution, deliverable reviews, and compliance verification throughout the indefinite contract period.

2026 Worldwide AE Support Services IDIQs Q&A

RFP 19AQMM26R0258

Please see below questions (submitted through September 2, 2026) and responses (in blue) in reference to the solicitation 19AQMM26R0258, Worldwide AE Support

Services IDIQs posted on SAM.gov.

1. Will subcontractor's project experience and staff qualifications be weighted the same as those of the prime contractor during scoring?

A: As stated in the Stage 1 solicitation under Acquisition Process (see the highlighted language below), the Stage 1 solicitation is only requesting detailed information for the Prime Offeror (prospective contract holder) and its core lead team members, there should be minimal information submitted for any subcontractor’s project experience and staff qualifications in Stage 1.

Only the short-listed firms selected to participate in Stage 2 will need to provide their full team including all subcontractors/sub-consultants. The qualifications of any lead team member and subcontractor will all be weighted the same.

Acquisition Process:

Selection shall be completed in accordance with the Brooks Act, P.L. 92-582

(40 U.S.C. 1101-1104). The acquisition will consist of three stages:

In response to this Stage 1 announcement, prospective offerors will submit detailed information of the Prime offeror’s portfolios of accomplishment that establish their design, project and program support, and leadership capabilities as the Lead Team and the key discipline core team members that would be responsible for the direction of task orders under this support services contract. Offerors will also submit the required U.S. Person

Qualifications (Omnibus certification) as a separate file. Stage 1 submissions will be reviewed by the Technical Evaluation Panel. Offerors will be ranked, and the highest technically qualified offerors will be selected for the short-list. Rankings from Stage 1 will not transfer to Stage 2. Offerors must also be determined eligible or conditionally eligible as an Omnibus U.S

Person, in order to participate, if short-listed, in the next Stage 2 of the

Solicitation.

2. Section 3.2 references challenging international or high-security environments. Will domestic project and staff experience be evaluated equally to international experience, provided the firm meets all other requirements and can demonstrate the capability to perform internationally, either independently or through a subcontractor?

A: As stated in the Section 3.2 of the Stage 1 solicitation (see the highlighted language below with Amendment A02 revisions in blue text), the narrative should address the offeror’s approach to managing complex, multi-phased building and infrastructure upgrade programs in international and diplomatic environments. The offeror shall describe its approach to meeting the requirements in Section 3.2.

(3) Leadership of Multi-Disciplinary Services (20 points maximum)

Format: SF 330 Section H F or alternate format is acceptable as long as required information below is presented. Page Limit: 9 pages total for this section 5 pages per project

3.1 The Prime AE firm shall provide a single narrative describing the offeror's philosophy of multi-disciplinary program and portfolio management, integrated project delivery, and their commitment to providing safe, resilient, cost-effective, and high-performing facility support services.

The narrative should address the offeror's approach to managing complex, multi-phased building and infrastructure upgrade programs in international and diplomatic environments, including coordination across disciplines, stakeholder engagement, management of subcontractors and local host country contractors, coordination with host-country authorities having jurisdiction, and strategies for ensuring continuity of operations during project execution.

3.2 Government Evaluation: The Government will evaluate the AE firm's philosophy and approach portfolio and experience to consider the extent to which the offeror demonstrates an ability to manage and deliver a broad range of multi-disciplinary support services — including but not limited to facility condition assessments, infrastructure upgrades, building systems modernization, security improvements, and portfolio planning — and how their programmatic approach meets OBO's goals to maintain, upgrade, and manage facilities that are safe, structurally sound, operationally secure, and fully capable of supporting the diplomatic missions they house. The

Government will assess the degree to which the offeror’s approach has successfully to managing managed complex, multi-site or multi-phase programs in challenging international or high-security environments, and the extent to which their integrated service delivery model supports cost-effective stewardship of U.S. Government assets overseas.

3. One page 4, it indicates that in Stage 2, shortlisted teams will assemble their technical teams including subconsultants. One page 8-9, the "core lead team disciplines" are defined as master planning, civil/site/landscape, interior design, structural engineering, mechanical/plumbing engineering, electrical engineering, physical security, technical security, cultural heritage, cost estimating. Can you clarify if we should include profiles for all of the disciplines listed above in our Stage 1 response, which will include several subconsultants? If so, what additional subconsultant information should be left out until Stage 2?

A: Yes, the individuals proposed as the 10 Core Team Lead Discipline

Members must be identified by name with their profile/biographical sketch as required by Section 5.1 in the Stage 1 submission, regardless of whether they are employees of the Prime Offeror or a subconsultant. Do not submit any information that is not required as stated in the solicitation.

See the relevant highlighted language below with Amendment A02 revisions in blue text

(5) Core Team Lead Discipline Member Profiles (50 points maximum)

required information below is presented. Page Limit: 3 2 pages per person, maximum of_30 20 total pages for this section.

This section is only requesting lead team members of the 10 core disciplines.

5.1 Identify Lead Team members of the ten (10) core disciplines comprised of the following disciplines: (1) master planning; (2) civil/site/landscape planning; (3) space planning/interior design; (4) structural engineering; (5) mechanical/plumbing engineering; (6) electrical engineering; (7) physical security; (8) technical security; (9) cultural heritage; and (10) scheduling and cost estimating and submit a biographical sketch (maximum of three pages per person) for each of the ten lead team members including education, professional experience, and recognition for program management, engineering, or technical support efforts inclusive of the portfolio examples.

4. For purposes of Section 402(c)(2)(D) of the Omnibus Act, how should firms interpret the requirement for prior projects to be similar in "value"? Should comparable experience be measured against the $100 million IDIQ ceiling, the annual ordering amount, or the anticipated value of individual task orders? This distinction is particularly important for small businesses, as comparison to the full IDIQ ceiling could effectively exclude otherwise qualified firms from participation.

A: Amendment A02 includes the revised Omnibus Statement of

Qualifications with a similar project dollar value range of $400,000 -

$2,000,000 for Certification #4 (see the highlighted language below with

Omnibus Amendment A02 revisions in blue text)

Certification # 4: List on this page and an attachment (if necessary as Tab C), one or more similar projects within a dollar value range of $400,000 - $2,000,000 that is completed or substantially completed or that is expected to be completed or substantially complete at the time of contract award by the prospective offeror.

5. Could you please clarify whether firms registered under NAICS Code

541310 – Architectural Services are also eligible to submit, or if eligibility is limited to firms under NAICS Code 541330?

A: Firms do not have to have NAICS Code 541330 as their primary code in SAM in order to submit. Firms registered under NAICS Code

541310 may submit, provided they otherwise meet the solicitation requirements. The solicitation is assigned NAICS Code 541330, and the

Government will verify the offeror's eligibility, qualification, and applicable size-standard requirements associated with the solicitation.

If the offeror is to be considered as a small business for this solicitation, they must meet the small business size standard under the solicitation’s NAICS code 541330.

6. On page 2, section I, it is stated: "Contract Support Services shall include the following disciplines, at minimum: architecture, historic preservation, landscape architecture, interior design, environmental graphic design, graphic design, electrical, mechanical, fire protection, structural (including blast/seismic), climate security specialist (resiliency), civil/geotechnical engineering, planning, cost estimating, data analytics, facility management, project management, building envelope specialist, building forensics specialist, and construction management." On page 8, in section 5.1, it is stated: "For the purposes of this evaluation, the core team is comprised of the following disciplines: (1) master planning; (2) civil/site/landscape planning; (3) space planning/interior design; (4) structural engineering; (5) mechanical/plumbing engineering; (6) electrical engineering; (7) physical security; (8) technical security; (9) cultural heritage; and (10) scheduling and cost estimating." Please clarify if architecture is considered a core discipline for the purposes of this evaluation.

A: Architecture is not a required Core Team discipline for purposes of the Stage 1 evaluation under Section 5.1. Although page 2 lists numerous disciplines included in the performance of support services included under this contract, the requirements of what is to be submitted for Stage 1 is under the Stage 1 Submission Requirements and Evaluation criteria, starting on page 5 of the solicitation. Please provide information as requested and stated in the Section 5 of the Stage 1 solicitation (see the relevant highlighted language below with Amendment A02 revisions in blue text),

(5) Core Team Lead Discipline Member Profiles (50 points maximum)

Identify and describe areas of responsibility, relevant expertise, and commitment to each project or program.

7. Is there a specified date that the responses to clarification requests will be circulated?

A: All questions and answers will be posted to SAM.gov after the deadline for clarifications.

8. Section 3 - Leadership of Multidisciplinary Services is described as a narrative addressing the Offeror's philosophy and approach. However, the format instructions state, "SF 330 or alternate format is acceptable as long as required information below is presented. Page Limit: 5 pages per project."

Will the Government please clarify whether this section should be presented as a narrative addressing the Offeror's philosophy and approach or as project examples demonstrating the Offeror's experience?

A: Section 3 requires a narrative of the offeror’s philosophy and approach. Amendment A02 includes the following revisions in blue text

(see the relevant revisions to your question highlighted below):

The

Government will assess the degree to which the offeror’s approach has successfully to managing managed complex, multi-site or multi-phase programs in challenging international or high-security environments, and the

9. Section 4 - Technical and Engineering Innovation states, "Offerors shall submit a portfolio of not more than five (5) project examples that have been

[sic] and fully constructed in the last ten (10) years." If design services for a design-bid-build project are complete and the terms of the A/E contract have been fulfilled, but construction has not yet been completed, will the project be acceptable as a portfolio example?

A: Projects submitted under section 4 shall be substantially completed, fully constructed, or fully implemented. Amendment A02 includes the following revisions in blue text (see the relevant revisions to your question highlighted below):

(4) Technical and Engineering Innovation (30 points maximum)

Format: SF 330 Section F or alternate format is acceptable as long as required information below is presented. Page Limit: 5 pages per project, total of 25 pages for this section.

4.1 Submit a portfolio representative of the Lead Team (prime offeror) members’ abilities to provide technical innovation and/or project and program support in problem-solving. Offerors shall submit a portfolio of not more than five (5) project examples that have been and substantially completed/fully constructed/fully implemented in the last ten (10) years.

Examples of program support efforts shall be fully implemented within the past ten (10) years.

Each project example shall:

a. Include the Project Name and Project Completion Date

b. Explain the approach and problem-solving process. Examples for each innovation, solution, or process should discuss the challenges and how the client’s program, need, functional, or operational objectives benefitted.

c. Cite any professional affiliation awards, peer-based professional or industry awards, etc.

d. A representative diagram or other appropriate drawings, and a minimum of two (2) photographs must be included for each example.

Other appropriate drawings and diagrams may be included as necessary.

NOTE: Only submit drawings with markings removed. Do not submit any drawings, pictures or other information that is Sensitive or

Classified.

10. Section 5 - Core Team Services does not currently identify architecture or project management as key services. Will the Government confirm whether resumes for these roles should be included?

A: Architecture and project management are not specific disciplines separately required Core Team disciplines for purposes of the Stage 1 evaluation under Section 5.1. However, in Section 3 Leadership of Multi-

Disciplinary Services, it requires the prime firm to describe their philosophy of the multi-disciplinary program and portfolio management and their approach to managing complex, multi-phased building and infrastructure upgrade programs to include coordination across disciplines, stakeholder engagement, etc.

11. Section 5 - Core Team Services groups civil design and landscape planning under a single discipline. As these are separate disciplines, will the

Government please confirm whether there is a preference as to which discipline's resume should be provided?

A: The Government does not have a preference between the civil/site and landscape planning parts of this discipline. The offeror may propose an individual for civil, site, or landscape planner.

12. Will the Government please clarify page limits in Section 5 - Core Team

Lead Discipline Member Profiles? The Page Limit states, "2 pages per person, maximum of 20 total pages for the section," while Section 5.1 states

"maximum of three pages per person." Please confirm which page limit applies.

A: The page limitations for Section 5 have been revised in

Amendment A02. (see the relevant highlighted language below with

Amendment A02 revisions in blue text),

(5) Core Team Lead Discipline Member Profiles (50 points maximum)

Format: SF 330 Section E or alternate format is acceptable as long as required information below is presented.

13. Page 1 – the solicitation requests NAICS code 541330 Engineering. Will

OBO accept proposals from businesses with a 541310 Architecture NAICS code as well?

A: Firms do not have to have NAICS Code 541330 as their primary code in SAM in order to submit. Firms registered under NAICS Code

541310 may submit, provided they otherwise meet the solicitation requirements. The solicitation is assigned NAICS Code 541330, and the

Government will verify the offeror's eligibility, qualification, and applicable size-standard requirements associated with the solicitation.

If the offeror is to be considered as a small business for this solicitation, they must meet the small business size standard under the solicitation’s NAICS code 541330.

14. Page 2 lists disciplines including architecture as the first listed discipline.

However, page 8 "core team" does not require a resume for an architect. Can we provide additional resumes beyond the required list of 10 (including a lead architect?)

A: While page 2 lists architecture as one of the numerous disciplines included in the performance of support services included under this contract, architecture is not a required Core Team discipline for purposes of the Stage

1 evaluation under Section 5.1. Offerors are required to identify Lead Team members for the ten (10) Core Team disciplines specifically listed in Section

5.1. Please provide a biographical sketch for the 10 core disciplines as required and specifically stated in Section 5.1 of the solicitation.

15. Page 4 states that subconsultants can be added in Stage 2. However, the core team list will require identifying subconsultants in Stage 1 if all disciplines are not in-house for the prime. Would you consider moving the required core team subconsultant resumes listed on page 8 to Stage 2?

A: Offerors shall identify and submit a lead team member profile/biographical sketch for each of the 10 core disciplines that include the individual’s education, experience, etc. as required by Section 5.1 in the

Stage 1 submission, regardless of whether they are employees of the Prime

Offeror or a subconsultant. Please only provide information as requested and stated in the Section 5.1 of the Stage 1 solicitation (see the relevant highlighted language below with Amendment A02 revisions in blue text),

(5) Core Team Lead Discipline Member Profiles (50 points maximum)

Format: SF 330 Section E or alternate format is acceptable as long as required information below is presented. Page Limit: 3 2 pages per person, maximum of_30 20 total pages for this section.

This section is only requesting lead team members of the 10 core disciplines.

5.1 Identify Lead Team members of the ten (10) core disciplines comprised of the following disciplines: (1) master planning; (2) civil/site/landscape planning; (3) space planning/interior design; (4) structural engineering; (5) mechanical/plumbing engineering; (6) electrical engineering; (7) physical security; (8) technical security; (9) cultural heritage; and (10) scheduling and cost estimating and submit a biographical sketch (maximum of three pages per person) for each of the ten lead team members including education, professional experience, and recognition for program management,

16. With the current requirements of Stage 1, it is possible that a firm could qualify as prime but could also be a consultant for certain disciplines on other teams. Is it acceptable to submit as prime and also be a consultant on other teams? In the past, we've been able to consider being a consultant during the Stage 2 process.

A: Yes. A firm may submit as a prime offeror and may also participate as a subconsultant to another offeror for specific disciplines. The

Government does not prohibit a firm from participating in both capacities, provided that such participation does not create an organizational conflict of interest or otherwise provide an unfair competitive advantage.

Consistent with FAR Subpart 36.6, A/E firms are evaluated based on their demonstrated competence and professional qualifications. The FAR does not establish a general prohibition against an A/E firm participating as a prime on one team while serving as a subconsultant on another team. Any potential organizational conflict of interest will be considered in accordance with FAR Subpart 9.5.

For Stage 1, each prime offeror remains responsible for identifying and submitting the required qualifications for its proposed Core Team Lead

Discipline Members in accordance with the solicitation requirements.

Additional teaming arrangements and subconsultants may be further developed during Stage 2.

17. Page 6, section 3 Leadership of Multi-Disciplinary Services lists "5 pages per project". However, the required narrative does not seem to require specific project examples. Are projects requested in Section 3? If so, should the projects required for the portfolio in Section 4 be different?

(see the relevant revisions to your question highlighted below):

The

Government will assess the degree to which the offeror’s approach has successfully to managing managed complex, multi-site or multi-phase programs in challenging international or high-security environments, and the

18. On page 2, Section I, Professional Support Services, the solicitation states that contract support services must include the listed disciplines "at a minimum." Pages 8–9, under Section (5), Core Team Lead Discipline

Member Profiles, identify a different set of core-team disciplines. Please clarify which disciplines offerors must include on their proposed team and for which disciplines resumes must be submitted for Stage 1. If both lists apply, please identify the specific submission requirement associated with each discipline.

A: Although page 2 lists numerous disciplines included in the performance of support services included under this contract, the requirements of what is to be submitted for Stage 1 is under the Stage 1

Submission Requirements and Evaluation criteria, starting on page 5 of the solicitation. Please provide information as requested and stated in the

Section 5 of the Stage 1 solicitation (see the relevant highlighted language below with Amendment A02 revisions in blue text),

19. Can a firm submit as a prime contractor and serve as a subconsultant on one or more additional teams submitting qualifications under this solicitation?

20. Can an IDIQ contract be included as a project example?

A: No, as an IDIQ contract itself does not have any projects, that have been substantially completed/fully completed/fully implemented (if it’s under Section 4 that this question is regarding, since no other Section requires project examples to be submitted).

However, individual projects or task orders performed under an IDIQ may be submitted as project examples, provided they satisfy the requirements of Section 4.1.

For program support efforts performed under an IDIQ, an offeror may submit an example that represents an integrated program support effort, provided the effort was fully implemented within the past ten (10) years and clearly demonstrates the experience and capabilities being evaluated under

Section 4.

21. Section (3), Leadership of Multi-Disciplinary Services, instructs offerors to use SF 330 Section F, with a limit of five pages per project. However, Sections 3.1 and 3.2 appear to request narrative information rather than project-specific experience. Please confirm whether the intended SF 330 section is Section H rather than Section F. Please also clarify the applicable page limit for this section

(see the relevant revisions to your question highlighted below):

The Government will assess the degree to which the offeror’s approach has successfully to managing managed complex, multi-site or multi-phase programs in challenging international or high-security environments, and the

22. Under Section (4), Technical and Engineering Innovation, please clarify whether "program support efforts" includes the completion of a study. May a completed study be submitted as a relevant example? Additionally, may an offeror use completed bridging documents as a project example when preparation of those documents represented the full extent of the offeror's scope of work, and a separate team subsequently performed the construction-phase services?

A: Yes, a completed study that has been accepted and no further action is required by the Offeror as follow-up may be submitted as a relevant project example. The completed bridging documents project example would not meet the requirements of having been substantially completed/fully constructed/fully implemented as required by the solicitation.

23. Do section-divider pages count toward the 60-page submission limit?

A: No, section divider pages do not count toward the page limitations.

24. The RFP refers to the lead needing to be a US Person. I assume this is due to security requirements. Could I ask if this opportunity is open to a US

Company collaborating with a British based company, particularly if the future project is based in the UK?

A: An U.S. company that meets the solicitation's U.S. Person and other eligibility requirements may collaborate with a foreign-based company as a subcontractor or consultant. The foreign company, however, may not serve as the Prime Offeror if it does not independently satisfy the applicable

U.S. Person requirements.

The acceptability of a foreign subcontractor or consultant for a particular task order will depend on the scope of work, location, security requirements, and any applicable restrictions. Certain subcontractors or consultants may be required to possess appropriate facility and/or personnel security clearances. Foreign firms are not eligible to obtain a U.S. Facility

Clearance (FCL); therefore, a foreign firm could not perform portions of the work for which an FCL is required.

The location of a future project, including a project located in the

United Kingdom, does not waive the solicitation's eligibility or applicable security requirements.

25. Thank you for your email regarding the 2026 Worldwide A/E Support

Services IDIQ announcement. Our firm is currently performing two OBO projects as a prime contractor. Could you please confirm whether our firm is eligible to submit a Stage 1 qualification package as the Prime Offeror for

RFP 19AQMM26R0258, provided we satisfy all SAM registration and other solicitation requirements.

A: Yes. A firm currently performing OBO projects as a prime contractor is not precluded from submitting a Stage 1 qualification package as the Prime Offeror for RFP 19AQMM26R0258.

Your firm may submit as a Prime Offeror provided it meets all applicable eligibility, SAM registration, U.S. Person/Omnibus, and Stage 1 submission requirements identified in the announcement. Existing OBO contract awards or ongoing performance do not, by themselves, make a firm ineligible to compete for this procurement.

26. Additionally, please advise whether our current OBO assignments create any organizational conflict of interest (OCI) disclosure or mitigation requirements. Specifically, we would like to know if there are any task-order-specific restrictions on reviewing, evaluating, or providing independent assessments of work previously performed by our firm or our proposed team members.

A: Current performance of other OBO contracts does not, by itself, create an organizational conflict of interest (OCI) or preclude a firm from participating in this procurement.

Any potential OCI will be evaluated on a case-by-case basis based on the specific requirements of an individual task order and the firm's prior or current involvement. A potential OCI may arise where a task order requires a contractor to independently review, evaluate, or assess work previously performed by that same firm or its proposed team members. In such cases, the Government will determine whether mitigation measures, limitations on participation, or other restrictions are appropriate.

Offerors and contractors remain responsible for identifying and disclosing potential OCIs in accordance with FAR Subpart 9.5 and any applicable solicitation or task-order requirements. The Stage 1 announcement does not establish any additional blanket OCI restrictions based solely on a firm's current OBO assignments.

27. I am writing for clarification regarding Criteria 3. Should we prepare: a narrative intro and give descriptions; just a narrative discussing the required elements or; just project descriptions, including detail on required elements?

required information below is presented.

Each project example shall:

a. Include the Project Name and Project Completion Date

d. A representative diagram or other appropriate drawings, and a minimum of two (2) photographs must be included for each example.

33. Can offerors participate in multiple IDIQ contracts, including as a prime offeror and as a subconsultant?

A: Yes, A firm may submit as a prime offeror and may also participate as a subconsultant to another offeror for specific disciplines.

34. If teams are awarded task orders on this IDIQ, would it preclude participation in future design services issued under separate IDIQs or Task

Orders?

A: No. Award of an IDIQ contract or performance of a task order under this IDIQ does not, by itself, preclude a firm from participating in future design services issued under separate IDIQs or task orders.

However, participation in a specific task order may result in an organizational conflict of interest (OCI) or a limitation on future contracting depending on the nature of the work performed. Any such restriction would be evaluated on a case-by-case basis based on the specific scope of the task order, the firm's prior involvement, and the requirements of the future procurement.
