About this opportunity
The U.S. Coast Guard Surface Forces Logistics Center issued this sole source solicitation for comprehensive technical and engineering services, maintenance, emergent repairs, and engine overhauls for the 20V1163 TB93 Main Propulsion Diesel Engine (MPDE) and associated propulsion systems supporting the 418' Maritime Security Cutter Large (WMSL) fleet. The contract requires an Original Equipment Manufacturer authorized technical representative for MTU America Inc.'s diesel engines, with services including 8,000, 16,000, and 24,000-hour maintenance intervals, component inspections, renewals, performance testing, and sea trials. The solicitation was structured as a commercial services procurement under FAR Subpart 12.6 with elements from Part 15 negotiation procedures, requiring contractors to meet strict technical qualifications, safety standards, and environmental compliance requirements. However, this solicitation was canceled due to an administrative error as indicated in Amendment 0002, which noted the original posting was sent out mistakenly. The original due date for proposals was August 26, 2025, with questions accepted through August 29, 2025.
This procurement did not utilize any set-aside designations and was issued as a sole source requirement, with Rolls-Royce Solutions America Inc. (RRSA) identified as the incumbent contractor under contract number 70Z08525RLREP0001. The total estimated contract value was approximately $222.8 million over the planned 10-year performance period, structured as a requirements contract with ten one-year ordering periods from December 2025 through November 2035. The services would have been performed at multiple locations including Charleston, SC, Alameda, CA, and Honolulu, HI, with provisions for worldwide emergent repair support as needed. The contract would have covered maintenance and overhaul services for multiple WMSL vessels, with specific performance periods ranging from 56 to 119 calendar days depending on the maintenance level and number of engines requiring service. Given the cancellation, interested contractors should monitor for a potential reissuance of this requirement once the administrative issues are resolved.
