About this opportunity

Naval Supply Systems Command at Joint Base Pearl Harbor-Hickam, Hawaii seeks maintenance and certification of 44 Amerex 150-pound Halotron wheeled fire extinguishers under a six-year service contract, with proposals due August 31. This is a competitive, unrestricted procurement using Simplified Acquisition Procedures for commercial items; no set-aside applies.

Place of performance is the contractor's facility on Oahu, Hawaii. The contractor must complete a comprehensive 6-year maintenance cycle on each unit within 90 business days of contract award, including agent recovery using closed recovery systems, complete valve assembly teardown, internal and external cylinder inspection, replacement of O-rings, valve stems, and gaskets with OEM-compatible parts, reassembly, recharge with recovered agent (subject to government approval for additional agent costs), leak testing, and certification tagging per NFPA 10 and manufacturer service manuals. Technicians must hold NFPA 10 certification and training; the contractor must possess EPA certifications for handling clean agents and halocarbons. The government will deliver units in batches of 14–15 at a time to the contractor facility; the contractor is responsible for all inspection, quality control, and weekly delivery and pickup coordination. Period of performance is tentatively September 30 through December 31, 2026. The NAICS code is 811310, Commercial and Industrial Machinery and Equipment Repair and Maintenance, with a small business standard of $12.5 million. Evaluation will weigh price as a significant factor alongside determination of responsibility, with final award based on a combination of factors. All work must comply with NFPA 10, EPA regulations for ozone-depleting substances, and applicable FAR and DFARS clauses in effect as of the Revolutionary FAR Overhaul 5/17/2026 publication notice.
