About this opportunity
The Department of Agriculture Forest Service seeks a contractor to pump human waste from recreation vault tanks and holding tanks across the west zone of Chequamegon-Nicolet National Forest in Wisconsin, with quotations due May 24, 2026, and questions due May 18. This is a Total Small Business set-aside (NAICS 562991, $9.0 million size standard).
Place of performance is Hayward, Wisconsin, spanning Taylor, Price, Sawyer, Bayfield, and Ashland Counties. The contractor must ensure waste disposal complies with Wisconsin Department of Natural Resources requirements. Performance runs June 1, 2026, through May 31, 2027, on a Firm-Fixed Price basis. The Forest Service estimates 50 to 100 pumping requests during the contract period covering over 100 total vault toilets and holding tanks. Services are provided on an as-needed, on-call basis with a required response time of five business days from the Contracting Officer's Representative. Pumping operations are limited to Monday through Friday, excluding Federal Holidays, and will not occur during frozen winter conditions or when road load limits restrict access.
Pricing is based on three factors: distance traveled from the vendor's office (30 calls within 50 miles; 25 calls between 50–100 miles; 20 calls between 100–150 miles), gallons disposed (15,000 gallons from holding tanks; 76,000 gallons from vault or portable toilets), and tank type. Contractors must submit firm fixed pricing for all five line items on the provided Schedule of Items.
Evaluation weighs technical capability (certifications, licensure, staffing, training, methodology), past performance (up to three relevant projects from the last three years with customer references), and cost/price reasonableness at approximately equal weight. Service Contract Act prevailing wage rates apply per Wage Determination 2015-4931, Revision 28 (effective December 3, 2025). One award will be made. Quotations must be valid for 90 days. Submit to reuben.ntreh@usda.gov; Contracting Officer Nicole D. Scott; Contracting Officer Representative Alexander Milzer, (715) 663-0169.
