About this file
This is a Statement of Work for toilet pumping services at the Chequamegon-Nicolet National Forest (CNF) west zone locations spanning June 1, 2026 through May 31, 2027. The vendor is responsible for pumping human waste from recreation vault tanks and recreation or administrative holding tanks across five counties in Wisconsin (Taylor, Price, Sawyer, Bayfield, and Ashland). The vendor must also ensure waste disposal complies with Wisconsin Department of Natural Resources requirements. Services are provided on an as-needed and on-call basis with a required response time of five business days from the Contracting Officers Representative request. Pumping operations are limited to Monday through Friday, excluding Federal Holidays, and will not occur during frozen winter conditions or when road load limits restrict access.
The Forest Service estimates between 50 and 100 pumping requests during the performance period covering over 100 total vault toilets and holding tanks. The vendor is responsible for leaving sites in their original condition and emptying tanks to residual waste levels only. A separate line item exists for removal and disposal of foreign debris occasionally found in vault toilets. The Forest Service retains responsibility for general toilet cleaning and toilet paper provision. Compensation is based on three factors: miles traveled from the vendor's office, gallons of waste disposed, and type of tank pumped.

Statement of Work
Project: CNF-CON FDDS-West Zone Toilet Pumping
Period of Performance: June 1, 2026 – May 31, 2027
Vendor will be responsible for pumping human waste from recreation vault tanks and recreation or administrative holding tanks on the west zone of Chequamegon-Nicolet National Forest
(Taylor, Price, Sawyer, Bayfield, and Ashland Counties) sites. The vendor will be responsible for disposal of waste per Wisconsin Department of Natural Resources requirements.
The service will be on an as-needed and on-call basis. The service must be provided within five business days of the request. Pumping shall occur Monday – Friday (excluding Federal
Holidays). The Contracting Officers Representative (COR) will be responsible for communicating with the vendor and requesting the services. The Forest Service will unlock the tank access before or during the service. If Forest Service staff are not present and there is a means to lock the access, the vendor shall lock and close the access after the service.
The vendor shall leave buildings and sites in the same level of cleanliness as it was before pumping started. The tanks shall be emptied to the extent that only residual waste remains. Vault toilets may occasionally have foreign debris present. The government understands there is additional cost and effort to remove and dispose of foreign debris and consequently have a separate line item on the schedule of items for vault toilets.
The Forest Service is responsible for general cleaning of vault toilets and providing toilet paper.
There are over 100 vault toilets and holding tanks. See map and list of facilities. The Forest
Service estimates there will between 50 – 100 pumping requests during the performance period.
Not every tank is pumped each year. Pump requests will not be made during frozen (winter) conditions or when road load limits restrict access.
The vendor will be paid based on the following: 1) miles traveled from the vendor’s office, 2) gallons disposed, and 3) type of tank pumped.
