About this opportunity

The Bureau of Engraving and Printing (BEP), a component of the Department of the Treasury, is seeking to procure 500 security hoods for Stack and Rack Carts used in currency production operations. These hoods are protective coverings designed to secure printed currency sheets during the 72-hour drying process after the Offset and Intaglio print phase, and must be constructed from breathable, tear-resistant fabric with adequate airflow properties. The contract will be evaluated using a Lowest Price Technically Acceptable (LPTA) source selection method, with evaluation based on technical approach (not exceeding 15 pages), past performance documentation (not exceeding 6 pages), and price. Offerors must submit questions or clarifications by January 30, 2026, at 12:00 PM Central Standard Time to ariel.dillon@bep.gov, and offers must be submitted by February 17, 2026, at 2:00 PM CST to the same email address. All submissions must include the solicitation number, offeror contact information, technical descriptions of the proposed hoods, warranty terms, pricing with any discounts, FAR 52.212-3 representations and certifications, acknowledgment of amendments, and past performance information on relevant contracts.

This procurement is designated as a total small business set-aside with a 500-employee size standard under NAICS code 314910 (Textile Bag and Canvas Mills). The contract is structured as a firm-fixed price agreement with F.O.B. Destination terms, and offerors must hold prices firm for 60 calendar days from the receipt deadline. The initial delivery requirement includes two security hoods within 60 days of contract award for a two-week testing and acceptance period, with subsequent deliveries following an agreed-upon schedule on a lot delivery basis. All finished equipment must be delivered to the Western Currency Facility in Fort Worth, Texas, located at 9000 Blue Mound Road, Fort Worth, TX 76131, with vendors required to schedule deliveries at least 24 hours in advance. The contract includes options for extended term and increased quantities, allowing for a potential contract duration of up to three years and six months total.

Notice text

The purpose of this requirement is to establish a single contract for security hoods to be used at the BEP. Contractor shall provide the BEP with hoods for use in the internal production process. Upon completion of Offset and Intaglio print phase, carts are used to hold sheets for no less than seventy-two (72) hours of drying time. During dry times, each cart will be secured and strapped with a security hood and locking mechanism. Mechanism will be provided by the BEP.
