About this file

This is a Questions and Answers document addressing vendor inquiries regarding Security Hoods for a federal contract opportunity. The document does not specify response dates, award dates, pricing terms, or set asides, as it focuses exclusively on clarifying technical specifications for the hood design and materials.

BEP (the contracting agency) has provided guidance that contractors should propose materials and design solutions based on their expertise rather than adhering to rigid specifications. Key clarifications include: all sides of the cover are specified as net/mesh fabric with reinforced sections (non-mesh optional) for D-ring and belt attachment; material selection is at the vendor's discretion across multiple categories including strap handles, under-cart belts, perimeter belts, and seam finishes; the 30-inch strap end hangs loose and loops underneath the cart to attach to a clasp on the opposite side; a cam buckle is acceptable as an alternative clasp; the perimeter belt clasp is specified as plastic that feeds through and tightens to prevent easy access underneath the hood, though alternatives may be proposed; and reinforcement for D-rings does not require a specific size but should be proportionate to reinforce the attachment point. BEP emphasized that hoods must be constructed from materials that resist ripping and tearing when tightened with the two belts, and stated they are not currently open to non-fabric options. Design changes to the cover perimeter belt or under-cart belt require physical templates from the production team to ensure accuracy.

Vendor Questions

What is the required material? Please see our available mesh material options

Could the design be changed at all? I don't see the purpose of cover perimeter belt or under cart belt defined Could you use D-Rings spaced in the bottom perimeter with reinforcement along the bottom

If not, would you be able to provide a template? Projects requiring this level of detail are best handled by our production team using a physical template to ensure everything is made accurately.

Is BEPs goal or preference to award the Stack and Rack Carts + Security Hoods to the same supplier partner?

Is there a specific material these Security Hoods need to be made from?

Is BEP open to non-fabric options (i.e. collapsible security cage)? And, if so, is there a weight maximum we need to consider?

Does the 30 inches end of strap hang loose or is it collected somehow?

Will a cam buckle be an acceptable clasp?

Is there a fabric spec’d for these mesh covers already? I didn’t see any called out in the drawings.

How should the seams be finished on the inside of the hood?

What material is the strap handle made of (drawing note #2)?

What kind of clasp is required on the perimeter belt (drawing note #10)?

What is the material in the under-cart and perimeter belts?

5. What weight of fabric is to be used? Usually measured in ounces per square yard. i.e. 10 ounce cotton canvas.

The “wide side view with D ring”: is the entire side of the cover to be mesh fabric?

SOW section III.1.c. states: “Hoods shall be of breathable, strength material that does not pull the cloth and/or strapping.” : Please provide an example of what sort of “pulling” is to be avoided

What is the length and width of the reinforcement for the west view 2" D-Ring? I see that the D-

Ring will be 10" from the bottom edge, but no mention of the reinforcement size. Please confirm what the preferred material is for the netting. I don't see a listed material in the spec, just the hole size. Does the material need to be sewn? It just lists "breathable, strength material."

BEP Responses BEP does not have a preferred material. Contractor should propose material based on their expertise. Proposals are not limited to one material type.

Contractor should propose in accordance with the technical specifications. However, opportunities for improvement can be discussed post-award.

This acquisition represents a new design. The specific use-case can be viewed post-award

There is not a prefrence Contractor should propose material based on their expertise.

We are not open for non-fabric options currently It hangs loose. It designed to loop underneath the cart to attach to the clasp on the other side. (Pictures of our current hoods may help with depicting this).

The vendor can propose a cam buckle instead.

Vendor should propose material based on their expertise.

Vendor should propose seam finish based on their expertise.

This is specified as a plastic clasp that can feed through, tighten, and secure the perimeter belt so the you cannot easily reach underneath the hood. Alternatives to tighten the perimeter belt may be proposed.

All sides of the cover are specified as a net/mesh fabric. The reinforced sections for the d-ring and belt (notes 3 and 7) may be a non-mesh material. Any alternatives to this design can still be proposed by the vendor.

We are looking for the hoods to be made with materials that do not rip and tear easily when tightened with the 2 belts.

The reinforcement does not need to be a specific size. The purpose of it is to reinforce the D-ring.

The size is up to the vendor's discretion.

The material is up to the vendors discretion. Whether/how the material is sewn is up to the vendors discretion.
