About this opportunity

The Department of Agriculture Forest Service issued solicitation 127EAX25R0021 for water system upgrades at the Santa Fe National Forest, specifically involving the replacement of three drinking water systems at Jacks Creek Campground, Field Tract Campground, and the Panchuela Administrative site. The project encompasses demolition of existing infrastructure, trenching, installation of HDPE water piping (2" and 1" lines), construction of pump house buildings with 1,700-gallon water tanks, installation of yard hydrants and curb shutoff valves, underground electrical lines, water system disinfection, and development of an operations and maintenance plan. Davis-Bacon wages apply to this procurement. A firm-fixed price contract structure was anticipated with a performance period from November 5, 2025, to May 4, 2026, featuring a 180-day delivery timeline following notice to proceed. The original solicitation included a mandatory site visit scheduled for October 15, 2025, at the Pecos Las Vegas Ranger Station in Pecos, New Mexico, though this was subsequently cancelled due to a government shutdown. However, as of November 5, 2025, the entire solicitation has been cancelled due to staffing limitations during the government shutdown, with the project to be reposted under a new solicitation number once normal operations resume.

This opportunity was designated as a Total Small Business set-aside, limiting competition to qualified small business concerns. The estimated project value falls between $500,000 and $1,000,000, with specific work quantities including approximately 9,700 linear feet of 2" water lines and 2,130 linear feet of 1" water lines at Jacks Creek Campground, 600 linear feet of 2" and 210 linear feet of 1" water lines at the Panchuela Administrative site, and minimal water line work at Field Tract Campground. The place of performance is located in Pecos, New Mexico, at the Santa Fe National Forest facilities. Prospective contractors were directed to submit inquiries to the Temporary Contracting Officer, Troy McCullough, at troy.mccullough@usda.gov. The proposal deadline was extended to November 7, 2025, due to government shutdown-related modifications, though this deadline became moot following the solicitation's cancellation on November 5, 2025.
