About this opportunity
The U.S. Department of State, U.S. Embassy Brussels, seeks a firm fixed-price IDIQ contract for water softener maintenance and salt delivery services, with quotations due July 16, 2026, at 2:00 PM.
Place of performance is Brussels, Belgium, covering approximately 149 water softening units at U.S. Government-owned and leased properties throughout the Brussels metropolitan area. The base contract period is one year with two optional one-year extensions. Contractor personnel performing maintenance must include water quality analysis before and after treatment, inspection and cleaning of valves and sensors, testing of hydraulic controls, cleaning of regeneration systems, and final functionality tuning. Contractors may replace minor defective parts up to EUR 125.00 per location without prior approval; repairs exceeding this amount require Contracting Officer's Representative authorization. The contractor must submit detailed annual maintenance schedules within 45–60 days of award and provide comprehensive service reports following each visit, with payment contingent on report receipt.
The estimated contract value is a minimum of EUR 1,000.00 and maximum of EUR 75,000.00 per performance period, with contract pricing in Euros. Quotations must include detailed pricing for 13 contract line items covering salt deliveries ranging from 75 kilograms to 750 kilograms per visit at various frequencies combined with annual maintenance services, plus standalone options.
Award will be made to the lowest-priced acceptable, responsible offeror based on compliance with technical requirements, past performance references, evidence of established business operations in Belgium, SAM registration, local licenses and permits, equipment and financial resources, and quality assurance plans. Performance standards require no more than one customer complaint per month, with repeat complaints triggering contract enforcement action. Value Added Tax at 21% must be included in invoicing. Questions are due July 9, 2026. Submissions must be in Adobe Acrobat PDF format not exceeding 30 MB per file to BrusselsBids@state.gov. NAICS 811412, Appliance Repair and Maintenance; PSC J046.
