About this opportunity
The U.S. Embassy to Belgium is seeking legal services from qualified attorneys to provide support for land property matters involving U.S. Government-purchased real estate. This civilian procurement opportunity is being issued by the Department of State through the U.S. Embassy Brussels and falls under the legal services category (NAICS 541110). The contract will be structured as an Indefinite Delivery Indefinite Quantity (IDIQ) firm-fixed-price arrangement, allowing the government flexibility in ordering legal services as needed. All interested contractors must be registered in the System for Award Management (SAM.gov) prior to submission, a requirement for all federal contracts valued over $40,000, and an NCAGE code is mandatory for SAM registration. The solicitation has not yet been posted to SAM.gov as of November 26, 2025, but will be released at a future date. Responses will be accepted electronically, and award decisions may be made based on initial offers without discussion, though the government reserves the right to conduct discussions with firms in the competitive range if deemed necessary.
This contract opportunity carries no small business or minority set-aside designations. No incumbent contractor, current award value, or specific dollar threshold has been identified in the pre-solicitation notice. While the contract's total value and performance timeline have not been specified, interested parties should note the December 10, 2025 deadline for this pre-solicitation notice. Prospective contractors are strongly encouraged to complete their SAM.gov registration as soon as possible to avoid any delays in the award process once the formal solicitation is released. Organizations providing legal services related to property matters and real estate transactions should assess their capability to support U.S. government land acquisitions and contractual arrangements for international embassy operations.
