About this opportunity
The Federal Aviation Administration (FAA) Southwestern Region is conducting a market survey to identify qualified vendors capable of providing comprehensive moving and relocation services for the Warrenton Annex Personnel and Equipment Move Services project. The procurement encompasses moving materials, packing, inventory management, and full relocation services for approximately 130 personnel and their equipment from five locations in the District of Columbia area to the new Warrenton Annex facility at 3721 Macintosh Drive, Warrenton, Virginia. Key contract requirements include furnishing all vehicles, insurance, trained personnel, and materials necessary to pack and relocate office equipment; conducting a pre-move site survey; developing a master move plan; performing comprehensive inventory and labeling; and completing all work in compliance with FAA security protocols and facility access requirements. The survey responses will be used to determine if adequate competition exists and whether the requirement should be set aside for small businesses, though the nature of final competition has not yet been determined. The deadline for submitting written questions and statements of interest is March 12, 2026, with the anticipated solicitation timeline projected for early April 2026.
This procurement carries no small business set-aside designation at the present time, though the FAA will evaluate responses to determine if such a set-aside is appropriate for the final solicitation. The moving activities are scheduled for two phases: April 8-9, 2026 for the Air Traffic Control System Command Center and Potomac TRACON locations, and April 13-14, 2026 for the remaining five locations, with a post-move walkthrough scheduled for April 15. The total anticipated period of performance is approximately 30 days, with all work required to occur between 7 AM and 6 PM on business days. The contractor must maintain liability insurance with limits of not less than $100,000 and warehouse insurance of not less than $1,000,000, and assume full responsibility for all damages caused by negligence. Prospective vendors are required to submit documentation of at least three comparable projects completed within the last five years along with three relevant project references, demonstrating prior experience with moving and relocation services of similar scope and cost.
