About this opportunity

The U.S. Army Corps of Engineers, Huntsville Engineering and Support Center seeks procurement, installation, maintenance, and service for utility monitoring and control systems and facility-related control systems across DoD and Government installations, with proposals due September 17, 2026. This is a full and open Multiple Award Task Order Contract (MATOC) with a small business reserve suite; the Government intends to award to all technically acceptable, responsible offerors at fair and reasonable pricing.

Place of performance spans DoD installations and Government facilities throughout the Continental United States, Alaska, Hawaii, and designated OCONUS locations including Iraq, Japan, Germany, and other specified foreign locations. The contractor must maintain CMMC Level 2 (self-assessment) cybersecurity certification, obtain Defense Base Act insurance for OCONUS work, comply with Service Contract Act wage determinations for U.S. performance and local labor laws for overseas work, and maintain capability for five-workday response times. Facility clearance is not required at MATOC award and will be specified at individual task order levels. Key personnel requirements include a Program Manager, Project Manager, Contracts Manager, Quality Control Manager, engineers, technicians, and security specialists with specified experience levels and certifications.

The base contract period runs 36 months from March 31, 2027 to March 30, 2030, with two optional 24-month extensions and a potential six-month extension under RFO 52.217-8, yielding a maximum 90-month duration. The Government estimates total ordering capacity exceeding $5.1 billion across all awardees if all options are exercised. Individual task orders will be issued competitively on a firm-fixed-price basis, with small business set-asides determined through Rule of Two analysis. The minimum guarantee extends $2,000 throughout the ordering period. NAICS is 541512 (Computer Systems Design Services); PSC is J059.

Evaluation uses three equally weighted factors: Technical/Management Approach (core technical capability, DoD Risk Management Framework cybersecurity, Facility Related Control Systems integration including alternative energy, foreign project execution, concurrent project management); Past Performance (three to five DoD projects across five FRCS types—UMCS, ESS, HVAC, FAS, SCADA—with at least 12 months performance completed within three years of closure, plus three system security engineering projects demonstrating Authority to Operate achievements); and Small Business Participation (minimum targets: 20% small business, 4% Socially Disadvantaged Business, 4% Women-Owned Small Business, 2% HUBZone, 5% Veteran-Owned Small Business, 2% Service-Disabled Veteran-Owned Small Business). All offerors, regardless of size, must complete a Small Business Participation Plan. All three factors require "Acceptable" ratings for award eligibility.

Amendment 02 revised Section L and Section M and provided vendor inquiry responses via ProjNet. Amendment 03 incorporated Attachment 9 (CDRLS Checklist). Offerors must acknowledge receipt of all amendments and submit written questions by September 11, 2026 via ProjNet. Proposals require four volumes submitted electronically through PIEE: Volume 0 (Administrative Data), Volume 1 (Technical/Management Approach, maximum 55 pages), Volume 2 (Past Performance), and Volume 3 (Small Business Participation Plan, maximum 10 pages).
