About this file
This is a Small Business Participation Plan template for federal contracting under Solicitation W912DY26RA030 for Utility Monitoring and Control Systems VI. All offerors, regardless of business size, must complete this plan to demonstrate their proposed level of small business utilization relative to minimum quantitative requirements.
The plan requires offerors to identify their prime contractor status (Other Than Small Business or one of six small business categories including Small Disadvantaged Business, Woman-Owned Small Business, HUB Zone Small Business, Veteran-Owned Small Business, or Service-Disabled Veteran-Owned Small Business), then allocate total contract value across three categories: prime participation percentage, Other Than Small Business subcontract percentage, and Small Business subcontract percentage, with all three totaling 100 percent of contract value. Offerors must also provide detailed breakdowns by small business subcategory showing dollar values and percentages, describe historical small business utilization on previous contracts within the past three to five years, and include SAM reports for validation where applicable. For Other Than Small Business prime offerors only, a separate Small Business Subcontracting Plan must be submitted meeting FAR 52.219-9 and DFARS requirements, and the dollar values committed in this participation plan must be consistent with minimum commitments in the subcontracting plan, though percentages may differ due to different calculation bases.

The percentages will change between the documents because each document is based on different values.
