VOLUME 2, FACTOR II - PAST PERFORMANCE
Volume 2, Tab A – UMCS, ESS, HVAC, FAS and SCADA Projects: The Offeror shall submit past performance information demonstrating its ability to successfully perform the requirements of this solicitation. Offerors shall submit a minimum of three and a maximum of five DoD projects for the following FRCS types:
• UMCS
• ESS
• HVAC
• FAS
• SCADA.
Offerors shall use the Project Reporting Form (Attachment 4) for each submitted project.
Collectively, the submitted projects shall demonstrate experience across all five FRCS types identified above. A single project may demonstrate experience in more than one FRCS type.
Each submitted project shall represent a single, discrete contract action, such as a task order, delivery order, stand-alone contract, or other individually awarded contractual effort. Offerors shall not submit an entire IDIQ contract, MATOC, SATOC, BPA, or other overarching vehicle as a single project reference unless the submission specifically identifies and describes an individual task or delivery order performed under that vehicle. At least one submitted project shall demonstrate work self-performed by the Prime Contractor for at least one of the FRCS types identified above. If the Offeror is a small business concern and cannot demonstrate a self-performed project as the Prime Contractor for one of the FRCS types identified above, the Offeror may instead submit a project in which it performed as a key subcontractor with meaningful involvement in the execution of the referenced scope of work.
To be considered recent, these projects must have at least 12 months of performance completed within three years from the closing date of this Solicitation. Submitted projects with a performance of less than 12 months will not be considered. A "project" refers to a single, discrete contract action such as a task order, delivery order, stand-alone contract, or other individually awarded effort. A project does not refer to an entire IDIQ contract, MATOC, or basic ordering agreement.
Volume 2, Tab B – System Security Engineering Projects: Offerors shall submit three system security engineering projects. To be considered recent, these projects must have at least 12 months of performance completed within three years from the closing date of this Solicitation.
The submissions must follow the format presented in the Project Reporting Form (Attachment 4) and demonstrate successful implementation of applicable Government Cybersecurity requirements and other Cybersecurity Engineering measures. The projects should utilize the Department of Defense (DoD) Risk Management Framework (RMF) for the Army, Navy, Air Force or other DoD components. Additionally, these projects must have resulted in an Authority to Operate (ATO) for DoD Information Systems (IS), and include at least one FRCS such as UMCS, ESS, HVAC, FAS and SCADA.
The Government's evaluation of past performance will be primarily based on the projects submitted in this volume. Therefore, offerors should submit the projects that best demonstrate their ability to perform the work required by this solicitation. The Government may also review other sources of information to assess past performance, including, but not limited to, government-wide databases such as the Contractor Performance Assessment Reporting System (CPARS), (https://www.cpars.gov), using the CAGE/UEI numbers of all team members (partnership, joint venture, teaming arrangement, or parent company, subsidiary, affiliate) identified in the Offeror's proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the Offeror. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.
Projects beyond the requested number for Tab A and Tab B will not be reviewed. An offeror's past performance information shall include the following three aspects: recency, relevancy, and quality of products or services:
• Recency. To be considered recent, the projects must have at least 12 months of performance within three years from the closing date of this solicitation.
• Relevancy. The relevancy must be a project that is similar and logically connected to the context of this solicitation in terms of scope (dollar value, size, project type, contract type) and in the magnitude of effort and complexities of the work outlined in this solicitation.
• Quality. Review of the quality of the completed work will be based on CPARS ratings or PPQ submission. CPARS ratings should be used for projects with a CPARS evaluation.
For projects without a CPARS evaluation, a completed PPQ is required.
Volume 2, Tab C - Contractor Performance Assessment Reporting System (CPARS):
Offerors shall submit CPARS and provide the latest CPARS evaluation directly for the same project examples (in the same order) provided in this volume. Offerors should NOT submit PPQs on projects with CPARS ratings, but shall provide the associated CPARS.
Volume 2, Tab D – Past Performance Questionnaire (PPQ):
For projects without a CPARS rating, Offerors shall do the following: (1) Complete and submit the PPQ (Attachment 1) provided in the solicitation for the project examples (in the same order) provided in this volume; (2) Ensure the PPQ includes the correct name, title, phone number, and email of the client point of contact. Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government at CEHNC-UMCSVI2@usace.army.mil prior to the solicitation closing date. The solicitation number and offeror's name shall be clearly indicated on the PPQ.
However, this does not preclude the Government from using previously submitted PPQ information in the past performance evaluation. This factor will evaluate CPARS or PPQs using the submitted Project reporting forms; no separate narratives will be evaluated.
Note. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before the solicitation closing date, the offeror shall complete and submit with the proposal the first page of the PPQ, which will provide contact and client information for the respective project(s).
VOLUME 3, FACTOR III – SMALL BUSINESS PARTICIPATION
Volume 3, Tab A – Small Business Participation Plan:
All Offerors, regardless of business size, shall submit a SBPP (Attachment 2). The SBPP will be evaluated on the total contract capacity value.
