Prospective contractors must demonstrate capability and experience with mobile MRI trailer leasing through detailed capability statements, including organization details, point of contact information, specific equipment details, manufacturer authorization agreements, and for small businesses, estimated percentages of in-house versus subcontracted work. The Statement of Work specifies that the contractor must provide a complete 1.5T MRI mobile unit in an enclosed coach with delivery, installation, cryogens, preventive maintenance, and repair services, with the system maintaining 90 percent or better uptime, on-site response within two hours, and Field Engineer response within 24 hours. The response deadline is March 5, 2026, at 12:00 PM Central Time, with inquiries directed to Contract Specialist Cameron Rick at cameron.rick@va.gov or 651-293-3036.

The applicable NAICS Code is 532490 (Other Commercial and Industrial Machinery and Equipment Rental and Leasing) with a $40 million size standard, and the PSC Code is W065 (Lease or Rental of Equipment—Medical, Dental, and Veterinary Equipment and Supplies). Small businesses, including Service-Disabled Veteran-Owned Businesses and Veteran-Owned Businesses, are eligible to respond but must comply with Federal Acquisition Regulation limitations on subcontracting, requiring at least 50 percent of personnel costs to be expended on direct employees. The base contract period is 12 months with four optional one-year renewal terms, though specific award value or budget ranges are not disclosed in this pre-solicitation notice. All Field Service Engineers must hold VA security badges, possess formal training certification, maintain a minimum of two years of field experience, and complete HIPAA and information security training requirements. The Government will not compensate respondents for submitted information and reserves the right to cancel the requirement at its discretion.
