About this opportunity

The 17th Contracting Squadron at Goodfellow Air Force Base, Texas, issued this Special Notice announcing the intent to award a sole-source contract to AV3 Inc. for a technology refresh of Video Teleconferencing (VTC) systems located in Building 523, rooms 201 and 202 of the 17 Training Squadron. The Department of the Air Force Air Education and Training Command published this opportunity on March 30, 2026, as an amendment to the original notice posted on March 11, 2026. The contract involves upgrading classified communications infrastructure on the Secret Internet Protocol Router Network (SIPR) and Joint Worldwide Intelligence Communications System (JWICS) networks. AV3 Inc. is identified as the sole source because it originally designed and installed the existing VTC infrastructure throughout the facility, and the government asserts that maintaining system consistency requires the same contractor. The justification for sole-source procurement cites proprietary knowledge, prevention of duplicative engineering costs, and the complexity of obtaining security clearances for competing vendors.

Interested contractors must submit statements of capability demonstrating their ability to provide the required equipment and services by April 14, 2026, at 10:00 AM Central Time, with submissions directed to 2d Lt Malia Silva or Elzara Kimalova via email. The scope of work encompasses providing specified equipment including 75-inch and 86-inch displays, Cisco Webex PRO codecs, Crestron control systems, BIAMP audio equipment, PTZ cameras, digital signage, and complete infrastructure components, with all installation and configuration to be completed within 180 days of contract award. Eligible contractors must possess a final Top Secret Facility Clearance Letter (FCL) and ensure all personnel meet SCI-DCID 6/4 eligibility requirements with SI/TK indoctrination to work within the Sensitive Compartmented Information Facility (SCIF). Work must be performed during normal duty hours (7:30 AM to 4:30 PM CST, Monday through Friday) at Goodfellow Air Force Base. The government reserves the right to conduct a competitive procurement based on capability statements received, with contract award anticipated by June 1, 2026.

AMENDMENT 001

The purpose of this amendment is to re-post the J&A CAO 30 Mar 26 and revised draft SOO to clarify the justification for sole source award intent.

******************************************************************************************************************************************************

The 17th Contracting Squadron/PKB intends to award a sole source contract for a requirement that is a technology upgrade of the VTC system that is in the 17 Training Squadron, building 523 rooms 201 and 202. The requirement will be a sole source contract because AV3 Inc. created the original design of infrastructure of the Secret Internet Protocol Router Network (SIPR) Classified Video Teleconferencing (VTC) and Joint Worldwide Intelligence Communications System (JWICS) within the 17 Training Squadron. These plans are a continuation of the systems that were previously put in place by AV3 Inc. and the same design and infrastructure is needed to maintain consistency throughout the squadron. System design has been created and planned by AV3 to ensure seamless integration with the existing AV3 equipment already instated throughout the workplace. Please refer to the attachments for further justification.
