About this file
This is a Notice of Intent to Award a Sole-Source Contract issued by the 17th Contracting Squadron at Goodfellow Air Force Base, Texas on 30 March 2026.
The 17th Contracting Squadron intends to award a sole-source contract to AV3 Inc. (CAGE: 5MNS4, located at 28275 Three Notch Road, Mechanicsville, MD 20659) for a technology upgrade of the Video Teleconferencing (VTC) system in the 17 Training Squadron, Building 523, rooms 201 and 202. The work involves removal of existing hardware, servers, computers, and outdated components, followed by installation of new hardware, computers, and software in compliance with Secret Internet Protocol Router Network (SIPR) Classified VTC and Joint Worldwide Intelligence Communications System (JWICS) requirements. The justification for sole-source procurement is that AV3 Inc. created the original design and infrastructure of the existing SIPR and JWICS systems; maintaining consistency with the existing AV3 equipment already installed throughout the facility is essential, and no other vendors are known to be capable of providing these services without compromising system effectiveness or incurring significant costs.
Interested parties may submit a statement of capabilities demonstrating their ability to provide the required products and services without compromising specified criteria. Capability statements must include details of parts listed in the attached Statement of Objectives (SOO), manufacturer authorization, and a price list, and must be submitted via email by 14 April 2026 NLT 10:00 AM CT to 2d Lt Malia Silva (malia.silva.1@us.af.mil) or Elzara Kimalova (elzara.kimalova@us.af.mil). The Government reserves the right to conduct a competitive procurement based on responses received. The contract is scheduled for award by 1 June 2026. The contracting office is located at 17 CONS/PKB, Bldg. 707, 210 Scherz Blvd., Goodfellow AFB, TX 7690, and the place of performance is Building 523, rooms 201 and 202, Goodfellow AFB, TX.
